What it further highlighted is the simple fact that<br />

there is no unitary European perspective <strong>on</strong> this issue,<br />

but rather an assorted <str<strong>on</strong>g>and</str<strong>on</strong>g> antag<strong>on</strong>istic array of different<br />

views <strong>on</strong> the c<strong>on</strong>tinuing utility of, <str<strong>on</strong>g>and</str<strong>on</strong>g> reas<strong>on</strong>s for,<br />

these weap<strong>on</strong>s. As is now widely acknowledged, the<br />

views range from:<br />

• Southeast Europe (Turkey), where the proliferati<strong>on</strong><br />

c<strong>on</strong>cern is right <strong>on</strong> the doorstep,<br />

• through Eastern <str<strong>on</strong>g>and</str<strong>on</strong>g> Central Europe <str<strong>on</strong>g>and</str<strong>on</strong>g> the<br />

northeast, where <str<strong>on</strong>g>NATO</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> particularly U.S.<br />

guarantees—including the nuclear <strong>on</strong>e—remain<br />

a very “live” c<strong>on</strong>cern in the face of what<br />

many perceive as a still-looming Russia, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

where reassurance appears at a premium in the<br />

light of the missile defense wobble,<br />

• to the northwest, where states do not share the<br />

same wariness of Russia or see another looming<br />

direct threat for which a link to an American<br />

nuclear riposte in readiness is the answer.<br />

In the middle of all this is a rather agitated France,<br />

perhaps fretting about what complicati<strong>on</strong>s a debate<br />

leading to the departure of U.S. weap<strong>on</strong>s would add<br />

to its own c<strong>on</strong>tinued status as a nuclear-weap<strong>on</strong>s state.<br />

Then there is Britain, more ambivalent perhaps about<br />

what it all might mean for its own arsenal, but c<strong>on</strong>cerned<br />

primarily about Alliance, <str<strong>on</strong>g>and</str<strong>on</strong>g> especially transatlantic,<br />

cohesi<strong>on</strong>. These twisted sinews of argument<br />

offer rich pickings for potential political, diplomatic,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> journalistic dismemberment.<br />

Since they nudged the door ajar <strong>on</strong> the issue of<br />

tactical nuclear weap<strong>on</strong>s, <str<strong>on</strong>g>NATO</str<strong>on</strong>g> members have seemingly<br />

recoiled after glimpsing the potential c<strong>on</strong>fusi<strong>on</strong><br />

<strong>on</strong> the other side of the door. But they cannot, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

maybe should not, close the door again completely.<br />
