INTRODUCTION<br />

<str<strong>on</strong>g>Nuclear</str<strong>on</strong>g> weap<strong>on</strong>s have always occupied a special<br />

place in North Atlantic Treaty Organizati<strong>on</strong> (<str<strong>on</strong>g>NATO</str<strong>on</strong>g>)<br />

affairs as the ultimate deterrent to aggressi<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> also<br />

the symbol of the U.S. commitment to the defense of<br />

its <str<strong>on</strong>g>NATO</str<strong>on</strong>g> allies. Finding the right mix of capabilities<br />

to prove this commitment has been a major challenge<br />

for U.S. <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>NATO</str<strong>on</strong>g> policymakers; <str<strong>on</strong>g>and</str<strong>on</strong>g> the questi<strong>on</strong><br />

of whether or not to deploy U.S. nuclear warheads<br />

in Europe has provided a perennial source of debate.<br />

The initial deployment in Europe of short-range tactical<br />

nuclear weap<strong>on</strong>s (TNWs) 1 had a clear operati<strong>on</strong>al<br />

purpose, although their value was rapidly diminished<br />

by the evident c<strong>on</strong>sequences of their use <strong>on</strong> the home<br />

territory. Despite these problems, they remained in<br />

substantial numbers as part of <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s strategy of<br />

flexible resp<strong>on</strong>se until the end of the Cold War. With<br />

the end the Cold War, <str<strong>on</strong>g>NATO</str<strong>on</strong>g> substantially reduced<br />

the number <str<strong>on</strong>g>and</str<strong>on</strong>g> types of TNWs in Europe, leaving a<br />

few hundred warheads for the use of allies <strong>on</strong> dualcapable<br />

aircraft (DCA). The operati<strong>on</strong>al applicati<strong>on</strong><br />

of these systems gradually faded from view, <str<strong>on</strong>g>and</str<strong>on</strong>g> they<br />

assumed a primarily political functi<strong>on</strong> in terms of ensuring<br />

linkage <str<strong>on</strong>g>and</str<strong>on</strong>g> the participati<strong>on</strong> of the Allies in<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s nuclear affairs.<br />

Attenti<strong>on</strong> was again drawn to <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s nuclear<br />

posture by the decisi<strong>on</strong> to develop a new <str<strong>on</strong>g>NATO</str<strong>on</strong>g> Stra-<br />
