NPG’s charter was initially c<strong>on</strong>fined to planning, but<br />

it was to become the main generator of <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s comm<strong>on</strong><br />

nuclear deterrence culture.<br />

The NPG oversaw the development of <str<strong>on</strong>g>NATO</str<strong>on</strong>g><br />

nuclear-sharing arrangements, which were initially<br />

secret <str<strong>on</strong>g>and</str<strong>on</strong>g> remained so during the negotiati<strong>on</strong> of the<br />

NPT, which was completed in 1968. Under <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s<br />

nuclear-sharing arrangement, the nuclear weap<strong>on</strong>s<br />

that the United States provides to allies remain under<br />

U.S. ownership, secured in peacetime by U.S. special<br />

weap<strong>on</strong>s custodial forces (numbering at their maximum<br />

10,000 to 25,000 troops) until, in war or extreme<br />

crisis, a presidential order passes their comm<str<strong>on</strong>g>and</str<strong>on</strong>g> to<br />

the relevant <str<strong>on</strong>g>NATO</str<strong>on</strong>g> comm<str<strong>on</strong>g>and</str<strong>on</strong>g>ers <str<strong>on</strong>g>and</str<strong>on</strong>g> the necessary<br />

operating codes are given to allies. 74<br />

Historically, the shared nuclear weap<strong>on</strong> delivery<br />

systems covered most forms of U.S. TNWs, including<br />

very large numbers of tactical bombs <str<strong>on</strong>g>and</str<strong>on</strong>g> U.S. 155 milimeter<br />

(mm) nuclear artillery rounds. Surface-to-surface<br />

missiles such as Corporal, Sergeant, H<strong>on</strong>est John,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> Lance were widely shared. Greece, Italy, Turkey,<br />

Belgian, Dutch, <str<strong>on</strong>g>and</str<strong>on</strong>g> Greek forces also operated<br />

nuclear-tipped Nike-Hercules missiles. Canada had<br />

both Bomarc nuclear-armed anti-aircraft missiles <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

the AIR-2 Genie nuclear-armed air-to-air missile. The<br />

UK, although a nuclear power in its own right, used<br />

U.S. surface-to-surface missiles <str<strong>on</strong>g>and</str<strong>on</strong>g> nuclear artillery<br />

until 1992. Since all <str<strong>on</strong>g>NATO</str<strong>on</strong>g> states are NPT members,<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> nuclear-sharing arrangements involve giving<br />

c<strong>on</strong>diti<strong>on</strong>al access to nuclear weap<strong>on</strong>s to countries<br />

that have accepted the official legal status of N<strong>on</strong>-<br />

<str<strong>on</strong>g>Nuclear</str<strong>on</strong>g> <str<strong>on</strong>g>Weap<strong>on</strong>s</str<strong>on</strong>g> States (NNWS) under the NPT (i.e.,<br />

all <str<strong>on</strong>g>NATO</str<strong>on</strong>g> members except Britain, France, <str<strong>on</strong>g>and</str<strong>on</strong>g> the<br />

United States). The n<strong>on</strong>aligned movement <str<strong>on</strong>g>and</str<strong>on</strong>g> vari-<br />
