<str<strong>on</strong>g>NATO</str<strong>on</strong>g> foreign ministers, led by U.S. Secretary of State<br />

Hillary Clint<strong>on</strong>, steadied matters for a while at their<br />

informal meeting in Tallinn, Est<strong>on</strong>ia, in April 2010, affirming<br />

that there would no unilateral acti<strong>on</strong> by any<br />

member to alter the status quo. The Clint<strong>on</strong>/Tallinn<br />

formula served to clarify the Washingt<strong>on</strong> positi<strong>on</strong>. It<br />

also affirmed <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s retenti<strong>on</strong> of nuclear status, in<br />

the c<strong>on</strong>text of shared resp<strong>on</strong>sibilities, while promising<br />

to work towards reducing the role of nuclear weap<strong>on</strong>s.<br />

It was thus able to paper over what had clearly been<br />

revealed to be deep cracks in the European stance.<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s new <strong>Strategic</strong> C<strong>on</strong>cept, adopted at the<br />

Lisb<strong>on</strong>, Portugal, Summit in November 2010, stated<br />

that the Alliance will “maintain an appropriate mix of<br />

nuclear <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>venti<strong>on</strong>al forces,” <str<strong>on</strong>g>and</str<strong>on</strong>g> will “ensure the<br />

broadest possible participati<strong>on</strong> of Allies in collective<br />

defence planning <strong>on</strong> nuclear roles, in peacetime basing<br />

of nuclear forces, <str<strong>on</strong>g>and</str<strong>on</strong>g> in comm<str<strong>on</strong>g>and</str<strong>on</strong>g>, c<strong>on</strong>trol, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

c<strong>on</strong>sultati<strong>on</strong> arrangements.” 4 But the fact was that the<br />

<strong>Strategic</strong> C<strong>on</strong>cept steered clear of any more specific refashi<strong>on</strong>ing<br />

of <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s nuclear posture, <str<strong>on</strong>g>and</str<strong>on</strong>g> for good<br />

reas<strong>on</strong>. That refashi<strong>on</strong>ing would instead be entrusted<br />

to a separate review. Again, it was a reflecti<strong>on</strong> of the<br />

c<strong>on</strong>cerns in Washingt<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> certain other European<br />

capitals that this review was formulated as a Defense<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> Deterrence Posture Review (DDPR), to avoid isolating<br />

the nuclear issue. But the mood music from this<br />

review has developed into a steady beat of lowered<br />

ambiti<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> expectati<strong>on</strong>s. Reflective of the pitfalls<br />

across Europe <str<strong>on</strong>g>and</str<strong>on</strong>g> from Europe across the Atlantic,<br />

the chances that it will offer anything definitive <strong>on</strong> the<br />

future of forward-deployed nuclear weap<strong>on</strong>s seem<br />

significantly diminished. Even talk of offering at least<br />

a path towards a reduced nuclear role in future <str<strong>on</strong>g>NATO</str<strong>on</strong>g><br />

strategy via a reworking of the Alliance’s declaratory<br />
