Furthermore, the United States <str<strong>on</strong>g>and</str<strong>on</strong>g> its <str<strong>on</strong>g>NATO</str<strong>on</strong>g> Allies<br />

will have to rec<strong>on</strong>cile their DDPR c<strong>on</strong>clusi<strong>on</strong>s with<br />

their interest in arms c<strong>on</strong>trol <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>fidence-building<br />

measures intended to enhance transparency, particularly<br />

with regard to their relati<strong>on</strong>ship to Russia. Unfortunately,<br />

to date the Russians have dem<strong>on</strong>strated little<br />

interest in arms c<strong>on</strong>trol or transparency with regard to<br />

n<strong>on</strong>-strategic nuclear forces <str<strong>on</strong>g>and</str<strong>on</strong>g> have suspended their<br />

obligati<strong>on</strong>s for reporting <str<strong>on</strong>g>and</str<strong>on</strong>g> transparency under the<br />

C<strong>on</strong>venti<strong>on</strong>al Forces in Europe treaties. They c<strong>on</strong>tinue<br />

to refuse to discuss transparency regarding their n<strong>on</strong>strategic<br />

nuclear weap<strong>on</strong>s until all U.S. nuclear weap<strong>on</strong>s<br />

are removed from European soil, <str<strong>on</strong>g>and</str<strong>on</strong>g> they have<br />

insisted that future discussi<strong>on</strong>s should include British<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> French nuclear weap<strong>on</strong>s, a positi<strong>on</strong> rejected out<br />

of h<str<strong>on</strong>g>and</str<strong>on</strong>g> by both of these nati<strong>on</strong>s. Even those nati<strong>on</strong>s<br />

that are the str<strong>on</strong>gest advocates of disarmament agree<br />

that any further reducti<strong>on</strong>s should be undertaken in<br />

the c<strong>on</strong>text of arms c<strong>on</strong>trol negotiati<strong>on</strong>s with the Russians.<br />

Finally, the most important <str<strong>on</strong>g>and</str<strong>on</strong>g> difficult task is<br />

to change the underlying security circumstances that<br />

lead nati<strong>on</strong>s to seek nuclear weap<strong>on</strong>s. To that end,<br />

direct negotiati<strong>on</strong>s involving positive incentives (ec<strong>on</strong>omic,<br />

political, <str<strong>on</strong>g>and</str<strong>on</strong>g> security arrangements) for states<br />

willing to ab<str<strong>on</strong>g>and</str<strong>on</strong>g><strong>on</strong> nuclear weap<strong>on</strong>s aspirati<strong>on</strong>s, as<br />

well as cooperati<strong>on</strong> with others to impose sancti<strong>on</strong>s<br />

against recalcitrant actors, are essential. These are c<strong>on</strong>crete<br />

acti<strong>on</strong>s, analogous to the Marshall Plan, to take a<br />

historical example, not mere gestures like the Kellogg-<br />

Bri<str<strong>on</strong>g>and</str<strong>on</strong>g> Pact of 1929, which “outlawed war.” 34<br />

<str<strong>on</strong>g>Nuclear</str<strong>on</strong>g> weap<strong>on</strong>s are not empty symbols; they play<br />

an important deterrent role <str<strong>on</strong>g>and</str<strong>on</strong>g> cannot be eliminated.<br />

Foreign policy must be based <strong>on</strong> this reality. The<br />

DDPR will reflect the Alliance desire to remain str<strong>on</strong>g<br />
