While many disarmament advocates see this occasi<strong>on</strong><br />

as another opportunity to remove U.S. nuclear<br />

weap<strong>on</strong>s from Europe for the reas<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> factors discussed<br />

below, it is highly unlikely that there will be<br />

any substantive changes in either the posture or the<br />

policy. The DDPR process is deliberately designed in<br />

such a way as to ensure <str<strong>on</strong>g>and</str<strong>on</strong>g> reaffirm that <str<strong>on</strong>g>NATO</str<strong>on</strong>g> has<br />

the full range of capabilities necessary to deter <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

defend against any threat to the safety <str<strong>on</strong>g>and</str<strong>on</strong>g> security of<br />

the Alliance. However, while the DDPR will examine<br />

all capabilities, this chapter will limit its discussi<strong>on</strong> to<br />

the nuclear dimensi<strong>on</strong> of that review, fully recognizing<br />

that the intent is to have an appropriate mix of<br />

c<strong>on</strong>venti<strong>on</strong>al, nuclear, <str<strong>on</strong>g>and</str<strong>on</strong>g> missile defense forces as<br />

well as defenses against relatively new threats such as<br />

cyber-attacks.<br />

THE ENVIRONMENT<br />

Before discussing in detail the DDPR process <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

likely outcome, it is important to underst<str<strong>on</strong>g>and</str<strong>on</strong>g> the envir<strong>on</strong>ment<br />

in which this review is being undertaken.<br />

Several points are relevant.<br />

An Increasingly Dangerous <str<strong>on</strong>g>and</str<strong>on</strong>g> Proliferating<br />

Security Envir<strong>on</strong>ment.<br />

According to <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s most recent intelligence assessment,<br />

the security envir<strong>on</strong>ment for the Alliance<br />

remains dangerous <str<strong>on</strong>g>and</str<strong>on</strong>g> uncertain, with the range <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

variety of potential risks <str<strong>on</strong>g>and</str<strong>on</strong>g> dangers facing the Alliance<br />

ever increasing <str<strong>on</strong>g>and</str<strong>on</strong>g> less predictable. These range<br />

from the c<strong>on</strong>tinuing c<strong>on</strong>flict in Afghanistan, unrest in<br />

the Balkans, the recent Libya operati<strong>on</strong>, <strong>on</strong>-going efforts<br />

to stop piracy <str<strong>on</strong>g>and</str<strong>on</strong>g> terrorism, <str<strong>on</strong>g>and</str<strong>on</strong>g> the challenges<br />

of addressing new threats such as cyber-attacks.<br />
