EUROPEAN PERSPECTIVES<br />

Any discussi<strong>on</strong> of European perspectives <strong>on</strong> the<br />

presence, role, <str<strong>on</strong>g>and</str<strong>on</strong>g> future of U.S. tactical nuclear<br />

weap<strong>on</strong>s (TNWs) must begin with the caveat that Europe<br />

(or North Atlantic Treaty Organizati<strong>on</strong> [<str<strong>on</strong>g>NATO</str<strong>on</strong>g>]<br />

Europe) is not a unitary actor. Europe is a heterogeneous<br />

ensemble of countries with different histories,<br />

capabilities, internati<strong>on</strong>al statuses, <str<strong>on</strong>g>and</str<strong>on</strong>g> ambiti<strong>on</strong>s<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> with specific security cultures <str<strong>on</strong>g>and</str<strong>on</strong>g> threat percepti<strong>on</strong>s.<br />

This structural differentiati<strong>on</strong> within the Alliance<br />

must be c<strong>on</strong>sidered for a full appreciati<strong>on</strong> of<br />

the c<strong>on</strong>voluted dynamics of c<strong>on</strong>sensus-building that<br />

characterize <str<strong>on</strong>g>NATO</str<strong>on</strong>g> decisi<strong>on</strong>making. The expansi<strong>on</strong> of<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> to include former Warsaw Pact countries has<br />

added further elements of complexity to the Alliance’s<br />

instituti<strong>on</strong>al <str<strong>on</strong>g>and</str<strong>on</strong>g> political architecture. Therefore, this<br />

analysis will sometimes refer to <str<strong>on</strong>g>NATO</str<strong>on</strong>g> Europe as a<br />

whole <str<strong>on</strong>g>and</str<strong>on</strong>g> will sometimes differentiate between specific<br />

c<strong>on</strong>tinental, regi<strong>on</strong>al, <str<strong>on</strong>g>and</str<strong>on</strong>g> nati<strong>on</strong>al positi<strong>on</strong>s.<br />

This chapter is divided into three secti<strong>on</strong>s. In the<br />

first secti<strong>on</strong>, I argue that a widespread c<strong>on</strong>sensus exists<br />

within Europe that the strictly military value of<br />

TNWs is now negligible, <str<strong>on</strong>g>and</str<strong>on</strong>g> that there are no realistic<br />

scenarios in which TNWs could be employed. In the<br />

sec<strong>on</strong>d secti<strong>on</strong>, I argue that the European positi<strong>on</strong> is<br />

largely shaped by <str<strong>on</strong>g>and</str<strong>on</strong>g> must be c<strong>on</strong>textualized in the<br />

increasing internati<strong>on</strong>al support for nuclear disarmament.<br />

With <strong>on</strong>e main excepti<strong>on</strong> (France), TNWs have<br />

lost their attractiveness as symbols of power, status,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> prestige. Moreover, their further reducti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
