Turkey is endeavoring to defuse c<strong>on</strong>flicts in the Middle<br />

East <str<strong>on</strong>g>and</str<strong>on</strong>g> establish itself in the regi<strong>on</strong> as mediator<br />

between Western <str<strong>on</strong>g>and</str<strong>on</strong>g> Islamic states.<br />

The New <strong>Strategic</strong> C<strong>on</strong>cept, adopted at the Lisb<strong>on</strong>,<br />

Portugal, Summit in November 2010, states that “deterrence,<br />

based <strong>on</strong> an appropriate mix of nuclear <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

c<strong>on</strong>venti<strong>on</strong>al capabilities, remains a core element<br />

of [<str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s] overall strategy.” The leaders of the 28<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> members have also agreed to c<strong>on</strong>duct a Deterrence<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> Defense Posture Review (DDPR) covering the<br />

right balance between nuclear <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>venti<strong>on</strong>al forces<br />

as well as missile defense in <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s future defense<br />

posture. The c<strong>on</strong>sultati<strong>on</strong> phase of the DDPR has already<br />

ended, <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>NATO</str<strong>on</strong>g> members are now engaged<br />

in drafting a report which will be adopted at the May<br />

20, 2012, summit in Chicago. 29<br />

The DDPR is necessary because the future role of<br />

nuclear weap<strong>on</strong>s in <str<strong>on</strong>g>NATO</str<strong>on</strong>g> was not specified in the<br />

New <strong>Strategic</strong> C<strong>on</strong>cept. The document merely states<br />

that “the circumstances in which any use of TNWs<br />

might have to be c<strong>on</strong>templated are extremely remote.”<br />

Moreover, the U.S. NPR is not in line with the <str<strong>on</strong>g>NATO</str<strong>on</strong>g><br />

nuclear policy. The U.S. NPR renounces the threat<br />

or the use of nuclear weap<strong>on</strong>s against n<strong>on</strong>-nuclear<br />

weap<strong>on</strong> states that are parties to the NPT <str<strong>on</strong>g>and</str<strong>on</strong>g> are in<br />

compliance with their n<strong>on</strong>proliferati<strong>on</strong> obligati<strong>on</strong>s.<br />

Furthermore, the procurement of new DCA in Europe<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> the delivery aircraft life-extensi<strong>on</strong> program in<br />

the United States are looming <strong>on</strong> the horiz<strong>on</strong>. In Germany,<br />

Belgium, <str<strong>on</strong>g>and</str<strong>on</strong>g> the Netherl<str<strong>on</strong>g>and</str<strong>on</strong>g>s, there would be<br />

no public support for acquiring new delivery systems<br />

such as fighter aircraft capable of nuclear missi<strong>on</strong>s.<br />

While some members (Norway <str<strong>on</strong>g>and</str<strong>on</strong>g> Germany) want to<br />
