a few kilot<strong>on</strong>s but not excluding weap<strong>on</strong>s of larger<br />

yields with specific tactical or operati<strong>on</strong>al targets. Nor<br />

are these limits <strong>on</strong> their means of delivery—shortrange<br />

ballistic missiles, cruise missiles, gravity bombs,<br />

mines, depth charges, torpedoes, air defense weap<strong>on</strong>s,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> artillery rounds.<br />

In 1998, Voprosybezopasnosti published an extensive<br />

article <strong>on</strong> the quantitative <str<strong>on</strong>g>and</str<strong>on</strong>g> qualitative characteristics<br />

of Russian TNWs. The article addressed the<br />

nomenclature of tactical nuclear systems, their general<br />

number, the acti<strong>on</strong>s taken to execute the unilateral reducti<strong>on</strong>s<br />

announced in 1991, the distributi<strong>on</strong> of TNWs<br />

by type (ballistic missiles, cruise missiles of various<br />

types, nuclear mines/explosives, nuclear artillery,<br />

nuclear bombs, torpedoes, <str<strong>on</strong>g>and</str<strong>on</strong>g> warheads for missile<br />

defense systems). TNWs are divided into those kept<br />

<strong>on</strong> combat alert <str<strong>on</strong>g>and</str<strong>on</strong>g> those kept in storage. They can<br />

also be classified by the branch of service that c<strong>on</strong>trols<br />

them. This includes speculati<strong>on</strong> about “nuclear suitcases”<br />

under the c<strong>on</strong>trol of spetsnaz units bel<strong>on</strong>ging<br />

to the Russian secret police (KGB) <str<strong>on</strong>g>and</str<strong>on</strong>g>/or the Russian<br />

special forces (GRU). As to exact numbers of Russian<br />

TNWs, the article discussed <strong>on</strong>ly external speculati<strong>on</strong>s<br />

by U.S. Department of Defense <str<strong>on</strong>g>and</str<strong>on</strong>g> Green Peace,<br />

claiming a rough minimum <str<strong>on</strong>g>and</str<strong>on</strong>g> maximum number of<br />

3,100 to 10,000. No official numbers were released by<br />

the Ministry of Defense <strong>on</strong> the size of its arsenal. The<br />

article c<strong>on</strong>cluded with a lengthy discussi<strong>on</strong> of comm<str<strong>on</strong>g>and</str<strong>on</strong>g><br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>trol of tactical nuclear weap<strong>on</strong>s in terms<br />

of preventing unsancti<strong>on</strong>ed launch <str<strong>on</strong>g>and</str<strong>on</strong>g> positive c<strong>on</strong>trol<br />

to guarantee that warheads <str<strong>on</strong>g>and</str<strong>on</strong>g> delivery systems<br />

could be brought together rapidly for employment in<br />

a warning period before the outbreak of c<strong>on</strong>flict. 22<br />
