reach. New nuclear threats to the security of Europe<br />

loom <strong>on</strong> the horiz<strong>on</strong>, some of which will require selfinterested<br />

U.S. deterrence capabilities as well as those<br />

necessary for mutual security am<strong>on</strong>g Allies.<br />

It is apparent that the United States has embarked<br />

<strong>on</strong> substantial reducti<strong>on</strong>s in resources allocated to<br />

nati<strong>on</strong>al security—a cyclical feature of the American<br />

political culture that follows every major war with<br />

about a decade of decline in dollars spent <strong>on</strong> defense<br />

of roughly 30 percent from the wartime peak.<br />

A world characterized by c<strong>on</strong>tinuing pressures for<br />

nuclear weap<strong>on</strong>s proliferati<strong>on</strong> is a world in which<br />

medium <str<strong>on</strong>g>and</str<strong>on</strong>g> smaller nuclear-armed states may see<br />

their nuclear roles change as well. Some l<strong>on</strong>g-time experts<br />

w<strong>on</strong>der if the United States were to remove its<br />

nuclear weap<strong>on</strong>s from Europe, would France or the<br />

United Kingdom (UK) find itself with newfound influence,<br />

resp<strong>on</strong>sibility, <str<strong>on</strong>g>and</str<strong>on</strong>g> burden. The role of U.S.<br />

nuclear weap<strong>on</strong>s in Europe will thus, inevitably, be<br />

reexamined.<br />

While acknowledging the pressure <strong>on</strong> resources<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> despite the retirement of the U.S. Navy’s nucleartipped,<br />

attack submarine-launched Tomahawk L<str<strong>on</strong>g>and</str<strong>on</strong>g><br />

Attack Missile (TLAM-N), the authors point to expressed<br />

commitments by the United States to c<strong>on</strong>tinue<br />

to maintain a Triad of nuclear weap<strong>on</strong> capabilities<br />

for central deterrence <str<strong>on</strong>g>and</str<strong>on</strong>g> to maintain <str<strong>on</strong>g>and</str<strong>on</strong>g> modernize<br />

both fighters <str<strong>on</strong>g>and</str<strong>on</strong>g> bombers capable of delivering<br />

nuclear weap<strong>on</strong>s for extended deterrence. The <str<strong>on</strong>g>Nuclear</str<strong>on</strong>g><br />

Posture Review (NPR) also expresses intent to c<strong>on</strong>duct<br />

a full-scope life extensi<strong>on</strong> <strong>on</strong> the B-61 nuclear bomb<br />

explicitly to sustain its capacity for deployment in Europe.<br />

Neither author agrees with the noti<strong>on</strong> that missile<br />

defenses could supplant the functi<strong>on</strong> performed<br />
