General Secretary Gorbachev informs U.S. Secretary of State James Baker that the Soviet Uni<strong>on</strong><br />

intends to announce a unilateral cut of 500 short-range nuclear weap<strong>on</strong>s.<br />

WITHDRAWAL OF TACTI-<br />

President Bush announces a major unilateral withdrawal of U.S. tactical nuclear weap<strong>on</strong>s: “I am...<br />

directing that the United States eliminate its entire worldwide inventory of ground-launched shortrange,<br />

that is, theater, nuclear weap<strong>on</strong>s. We will bring home <str<strong>on</strong>g>and</str<strong>on</strong>g> destroy all of our nuclear artillery<br />

shells <str<strong>on</strong>g>and</str<strong>on</strong>g> short-range ballistic missile warheads. We will, of course, insure that we preserve an<br />

effective air-delivered nuclear capability in Europe.<br />

“In turn, I have asked the Soviets...to destroy their entire inventory of ground-launched theater<br />

nuclear weap<strong>on</strong>s....<br />

“Recognizing further the major changes in the internati<strong>on</strong>al military l<str<strong>on</strong>g>and</str<strong>on</strong>g>scape, the United States<br />

will withdraw all tactical nuclear weap<strong>on</strong>s from its surface ships, attack submarines, as well as<br />

those nuclear weap<strong>on</strong>s associated with our l<str<strong>on</strong>g>and</str<strong>on</strong>g>-based naval aircraft. This means removing all<br />

nuclear Tomahawk cruise missiles from U.S. ships <str<strong>on</strong>g>and</str<strong>on</strong>g> submarines, as well as nuclear bombs<br />

aboard aircraft carriers.”<br />

1991 —October 5<br />

SOVIET RESPONSE<br />

President Gorbachev resp<strong>on</strong>ds to President Bush’s unilateral withdrawal of tactical nuclear weap<strong>on</strong>s<br />

by calling for the eliminati<strong>on</strong> of air-based weap<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> announcing that:<br />

• “All nuclear artillery muniti<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> nuclear warheads for tactical missiles shall be eliminated.<br />

• “<str<strong>on</strong>g>Nuclear</str<strong>on</strong>g> warheads for air defense missiles shall be withdrawn from the troops <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

c<strong>on</strong>centrated in central bases, <str<strong>on</strong>g>and</str<strong>on</strong>g> a porti<strong>on</strong> of them shall be eliminated. All nuclear mines<br />

shall be eliminated.<br />

• “All tactical nuclear weap<strong>on</strong>s shall be removed from surface ships <str<strong>on</strong>g>and</str<strong>on</strong>g> multipurpose submarines.<br />

These weap<strong>on</strong>s, as well as nuclear weap<strong>on</strong>s <strong>on</strong> l<str<strong>on</strong>g>and</str<strong>on</strong>g>-based naval aviati<strong>on</strong>, shall be<br />

stored in central storage sites <str<strong>on</strong>g>and</str<strong>on</strong>g> a porti<strong>on</strong> shall be eliminated.<br />

• “Moreover, we propose that the United States eliminate fully, <strong>on</strong> the basis of reciprocity, all<br />

tactical nuclear weap<strong>on</strong>s of naval forces. In additi<strong>on</strong>, <strong>on</strong> the basis of reciprocity, it would be<br />

possible to withdraw from combat units <strong>on</strong> fr<strong>on</strong>tal (tactical) aviati<strong>on</strong>, all nuclear weap<strong>on</strong>s<br />

(gravity bombs <str<strong>on</strong>g>and</str<strong>on</strong>g> air-launched missiles) <str<strong>on</strong>g>and</str<strong>on</strong>g> place them in centralized storage bases.”<br />

1991 —October 17<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> REDUCTION OF<br />

TACTICAL NUCLEAR<br />

WEAPONS<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> agrees to remove all but 400 to 600 nuclear bombs from Europe.<br />

1992 — February-May<br />

TRANSFER OF TACTICAL<br />

NUCLEAR WEAPONS TO<br />

RUSSIA<br />

On February 1, Russian President Boris Yeltsin announces that the transfer of tactical nuclear<br />

weap<strong>on</strong>s from Kazakhstan was completed in January. On April 28, Belorussian Defense Minister<br />

Pavel Koszlovsky announces that all tactical nuclear warheads in Belarus have been transferred<br />

to Russia/On April 28, Ukrainian President Le<strong>on</strong>id Kravchuk c<strong>on</strong>firms that all tactical nuclear<br />

weap<strong>on</strong>s have been transferred to Russia except for those <strong>on</strong> the ships <str<strong>on</strong>g>and</str<strong>on</strong>g> submarines of the<br />

Black Sea Fleet.<br />
