policy, several members insist that <str<strong>on</strong>g>NATO</str<strong>on</strong>g> declaratory<br />

policy should be c<strong>on</strong>sistent with the language in<br />

the U.S. <str<strong>on</strong>g>Nuclear</str<strong>on</strong>g> Posture Review (NPR). As previously<br />

discussed, France has been firmly opposed thus far to<br />

any change in the existing language <strong>on</strong> the purpose of<br />

nuclear weap<strong>on</strong>s, believing that such a change could<br />

suggest a diminuti<strong>on</strong> of the role of nuclear deterrence.<br />

A senior <str<strong>on</strong>g>NATO</str<strong>on</strong>g> diplomat noted the ir<strong>on</strong>y of the situati<strong>on</strong><br />

in which French nuclear forces are outside of<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g>, but France c<strong>on</strong>tinues to influence what <str<strong>on</strong>g>NATO</str<strong>on</strong>g><br />

says about <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s nuclear forces. 11 Bridging the current<br />

differences <strong>on</strong> declaratory policy will require<br />

imaginative drafting, <str<strong>on</strong>g>and</str<strong>on</strong>g> in the view of many <str<strong>on</strong>g>NATO</str<strong>on</strong>g><br />

officials the sensitivities involved mean that this issue<br />

will have to be decided at the highest level.<br />

With regard to <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s nuclear posture, the HLG<br />

completed a review of nuclear requirements in 2009<br />

based <strong>on</strong> the guidance in the 1999 <strong>Strategic</strong> C<strong>on</strong>cept.<br />

Since the <strong>Strategic</strong> C<strong>on</strong>cept called for the presence of<br />

U.S. nuclear warheads in Europe, it is not surprising<br />

that the review c<strong>on</strong>firmed the c<strong>on</strong>tinuing relevance of<br />

the DCA as the most appropriate means of deploying<br />

them. As <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s new <strong>Strategic</strong> C<strong>on</strong>cept c<strong>on</strong>tains no<br />

reference to the presence in Europe of U.S. nuclear<br />

warheads, it is assumed that the HLG will pose the<br />

fundamental questi<strong>on</strong>s c<strong>on</strong>cerning the requirements<br />

for extended deterrence <str<strong>on</strong>g>and</str<strong>on</strong>g> the c<strong>on</strong>tinuing need for<br />

the deployment of these warheads. According to officials,<br />

in resp<strong>on</strong>ding to the tasking set by the NAC, the<br />

HLG has developed a range of opti<strong>on</strong>s which include<br />

the status quo but also the possibility of reducing the<br />

number of warheads or adjusting the DCA missi<strong>on</strong>s.<br />
