GUY B. ROBERTS was until recently <strong>NATO</strong>’s
Deputy Assistant Secretary General for <strong>Weapons</strong> of
Mass Destruction Policy, <strong>and</strong> Director <strong>Nuclear</strong> Policy,
<strong>NATO</strong> (2005-11). Mr. Roberts advised the Secretary
General <strong>and</strong> the North Atlantic Council on nonproliferation,
arms control, <strong>and</strong> disarmament issues.
PAUL SCHULTE is a Non-Resident Senior Associate
of the <strong>Nuclear</strong> Policy <strong>Program</strong>me of the Carnegie
Endowment for International Peace. Mr. Schulte also
serves as a Senior Visiting Fellow at the Centre for Defence
Studies at Kings College London, the School of
African <strong>and</strong> Oriental Studies, <strong>and</strong> at the UK Defence
Academy.
JAMES M. SMITH is Director of the U.S. Air Force
Institute for National Security Studies (INSS) located
at the U.S. Air Force Academy. Dr. Smith is also Professor
of Military <strong>and</strong> Strategic Studies at the Air Force
Academy.
NIKOLAI SOKOV is a Senior Fellow at the Vienna
Center for Disarmament <strong>and</strong> Non-Proliferation. Dr.
Sokov previously worked at the Ministry for Foreign
Affairs of the Soviet Union <strong>and</strong> later Russia, <strong>and</strong> participated
in START I <strong>and</strong> START II negotiations.
DOUGLAS STUART is holder of the J. William <strong>and</strong>
Helen D. Stuart Chair in International Studies at Dickinson
College. Dr. Stuart is also an Adjunct Research
Professor at the U.S. Army War College.
RICHARD WEITZ is a Senior Fellow <strong>and</strong> Director
of the Center for Political-Military Analysis at Hudson
Institute. Dr. Weitz’s current research includes
