during its first 4 decades due to the Soviet Uni<strong>on</strong>’s<br />

perceived existing threat to transatlantic security.<br />

With the end of the Cold War, <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s enlargement<br />

to 28 members, <str<strong>on</strong>g>and</str<strong>on</strong>g> its progressively greater involvement<br />

in a range of operati<strong>on</strong>al activities, the burdensharing<br />

debate arguably has gained in prominence<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> intensity.<br />

The Bosnian <str<strong>on</strong>g>and</str<strong>on</strong>g> Kosovo interventi<strong>on</strong>s, beginning<br />

in 1995 <str<strong>on</strong>g>and</str<strong>on</strong>g> 1999, respectively, provided a taste<br />

of what was to follow. In the latter case, for example,<br />

U.S. pilots flew the overwhelming majority of missi<strong>on</strong>s<br />

throughout the 78-day campaign, although the<br />

participati<strong>on</strong> of a small number of n<strong>on</strong>-U.S. Allies increased<br />

toward the end of the operati<strong>on</strong>. While these<br />

missi<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> subsequent post-c<strong>on</strong>flict stabilizati<strong>on</strong> efforts<br />

by ground forces were not risk-free, no <str<strong>on</strong>g>NATO</str<strong>on</strong>g><br />

military pers<strong>on</strong>nel were reported killed in combat.<br />

In c<strong>on</strong>trast, <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s involvement in Afghanistan,<br />

especially since ISAF exp<str<strong>on</strong>g>and</str<strong>on</strong>g>ed into Talibanc<strong>on</strong>trolled<br />

areas in 2006, has at times exposed serious<br />

tensi<strong>on</strong>s am<strong>on</strong>g the Allies related to burden-sharing.<br />

European Allies <str<strong>on</strong>g>and</str<strong>on</strong>g> Canada have suffered about <strong>on</strong>ethird<br />

of the combat deaths am<strong>on</strong>g ISAF forces, with<br />

several suffering higher losses per capita than the<br />

United States. But <str<strong>on</strong>g>NATO</str<strong>on</strong>g> has had to cope with “caveats”—that<br />

is, restricti<strong>on</strong>s imposed by some Allied governments<br />

or their parliaments <strong>on</strong> how <str<strong>on</strong>g>and</str<strong>on</strong>g> where their<br />

forces can be employed—<str<strong>on</strong>g>and</str<strong>on</strong>g> these have provoked<br />

both transatlantic <str<strong>on</strong>g>and</str<strong>on</strong>g> intra-European recriminati<strong>on</strong>s.<br />

For example, most of the nearly 4,700 German troops<br />

are effectively barred by the Bundestag from operating<br />

outside the northern regi<strong>on</strong>, <str<strong>on</strong>g>and</str<strong>on</strong>g> Turkey allows its<br />

1,800 troops to operate <strong>on</strong>ly in or near Kabul. Some<br />

Allied troops are prohibited from c<strong>on</strong>ducting night-<br />
