Treaty. These agreements provide an existing level<br />

of reassurance c<strong>on</strong>cerning c<strong>on</strong>venti<strong>on</strong>al forces that<br />

should not be discounted. This is particularly true in<br />

the current security envir<strong>on</strong>ment where the prospects<br />

of a major c<strong>on</strong>flict in Europe seem remote. Still both<br />

can be strengthened <str<strong>on</strong>g>and</str<strong>on</strong>g> improved. The Vienna Document<br />

has not been changed or even tweaked since<br />

1999, despite Russia’s indicati<strong>on</strong> of interest in new<br />

proposals. 26 But it is still critical to remember that ultimately<br />

these agreements, while important, may not be<br />

a full substitute for an agreement that includes legally<br />

binding limits, informati<strong>on</strong> exchanges, <str<strong>on</strong>g>and</str<strong>on</strong>g> a verificati<strong>on</strong><br />

regime. 27<br />

SHORT-TERM PROSPECTS<br />

Arms c<strong>on</strong>trol negotiati<strong>on</strong>s do not occur in a vacuum<br />

but rather are part of the <strong>on</strong>going political process<br />

within <str<strong>on</strong>g>and</str<strong>on</strong>g> between states. C<strong>on</strong>sequently, prospects<br />

for success in c<strong>on</strong>venti<strong>on</strong>al arms c<strong>on</strong>trol <str<strong>on</strong>g>and</str<strong>on</strong>g> reducti<strong>on</strong>s<br />

in NSNWs may be limited in 2012 owing to both<br />

Russian <str<strong>on</strong>g>and</str<strong>on</strong>g> American nati<strong>on</strong>al electi<strong>on</strong>s. In the meanwhile,<br />

it may still be possible to pursue cooperative<br />

security efforts between <str<strong>on</strong>g>NATO</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> Russia c<strong>on</strong>cerning<br />

NSNWs.<br />

This eventuality may, however, require a new paradigm<br />

for thinking about arms c<strong>on</strong>trol when dealing<br />

with such weap<strong>on</strong>s. Policymakers need to c<strong>on</strong>sider<br />

that the dramatic reducti<strong>on</strong> in tensi<strong>on</strong>s has greatly<br />

reduced the possibility of a c<strong>on</strong>flict between <str<strong>on</strong>g>NATO</str<strong>on</strong>g><br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> Russia. C<strong>on</strong>sequently, NSNWs may actually pose<br />

a greater comm<strong>on</strong> threat to both sides based <strong>on</strong> the<br />

possibility that they could fall into the h<str<strong>on</strong>g>and</str<strong>on</strong>g>s of a terrorist<br />

group <str<strong>on</strong>g>and</str<strong>on</strong>g> be used against either Russia or the<br />
