warheads to a level below the New START limit of<br />

1,550 without addressing the thous<str<strong>on</strong>g>and</str<strong>on</strong>g>s of NSNWs<br />

(<str<strong>on</strong>g>and</str<strong>on</strong>g> n<strong>on</strong>deployed strategic warheads) in the sides’<br />

arsenals. Indeed, a primary critique of New START<br />

during the 2010 Senate ratificati<strong>on</strong> debate was that it<br />

failed to deal with n<strong>on</strong>-strategic weap<strong>on</strong>s; the treaty’s<br />

ratificati<strong>on</strong> resoluti<strong>on</strong> required that the administrati<strong>on</strong><br />

seek within 1 year of New START’s entry into force to<br />

initiate negotiati<strong>on</strong>s to reduce the disparity between<br />

the United States <str<strong>on</strong>g>and</str<strong>on</strong>g> Russia in such arms.<br />

Anticipating possible new negotiati<strong>on</strong>s with Russia,<br />

the administrati<strong>on</strong> in February 2011 set up interagency<br />

working groups to explore opti<strong>on</strong>s for addressing<br />

NSNWs <str<strong>on</strong>g>and</str<strong>on</strong>g> to examine the kinds of verificati<strong>on</strong><br />

measures that would be necessary to m<strong>on</strong>itor limits<br />

<strong>on</strong> them. On March 29, 2011, U.S. Nati<strong>on</strong>al Security<br />

Advisor Tom D<strong>on</strong>il<strong>on</strong> said that reciprocal transparency<br />

<strong>on</strong> the “numbers, types, <str<strong>on</strong>g>and</str<strong>on</strong>g> locati<strong>on</strong>s of n<strong>on</strong>strategic<br />

forces in Europe” should be an initial step in<br />

getting ready for negotiati<strong>on</strong>s <strong>on</strong> such systems. 9 U.S.<br />

officials raised the subject of NSNWs in c<strong>on</strong>sultati<strong>on</strong>s<br />

with their Russian counterparts over the course of<br />

2011, but there was no indicati<strong>on</strong> of an agreement to<br />

address these in a more formal negotiati<strong>on</strong>.<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> c<strong>on</strong>siderati<strong>on</strong>s will factor heavily in the<br />

U.S. arms c<strong>on</strong>trol approach <strong>on</strong> NSNWs. The November<br />

2010 <str<strong>on</strong>g>NATO</str<strong>on</strong>g> summit produced a new <strong>Strategic</strong><br />

C<strong>on</strong>cept, which reaffirmed the importance of nuclear<br />

deterrence for Alliance security. It also noted that<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> would “seek to create the c<strong>on</strong>diti<strong>on</strong>s for further<br />

reducti<strong>on</strong>s [of nuclear weap<strong>on</strong>s stati<strong>on</strong>ed in Europe]<br />

in the future,” adding that the Alliance should<br />

“seek Russian agreement to increase transparency<br />
