It is evident that the two sides have divergent positi<strong>on</strong>s<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> interests regarding the problem of TNWs.<br />

There should therefore be no illusi<strong>on</strong> that formal negotiati<strong>on</strong>s<br />

<strong>on</strong> TNWs will be simple to initiate in the near<br />

term. However, Russian c<strong>on</strong>cerns over so many issues<br />

c<strong>on</strong>nected to the TNW problem favor Russia’s eventually<br />

becoming more cooperative. There is thus still a<br />

good chance to find a way out, a good chance that the<br />

two sides will ultimately find a middle ground—if not<br />

through the traditi<strong>on</strong>al negotiati<strong>on</strong> process seeking<br />

big splashy soluti<strong>on</strong>s, then through modest c<strong>on</strong>sultati<strong>on</strong>s<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> low-order, coordinated, unilateral steps.<br />

Much patience <str<strong>on</strong>g>and</str<strong>on</strong>g> courage will be required from the<br />

political <str<strong>on</strong>g>and</str<strong>on</strong>g> military leaderships of all sides. Recent<br />

history proves that when political will rises at last to<br />

a critical mass, it is then quite possible to achieve real<br />

progress.<br />
