is superior to offense—an eventuality not yet<br />

<strong>on</strong> the foreseeable horiz<strong>on</strong>. Michel argues that missile<br />

defenses cannot provide sufficient c<strong>on</strong>fidence for Europeans<br />

c<strong>on</strong>fr<strong>on</strong>ted by so many Russian NSNWs <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

by strident Russian objecti<strong>on</strong>s to missile defenses in<br />

Europe.<br />

Despite the political <str<strong>on</strong>g>and</str<strong>on</strong>g> budgetary pressures for<br />

defense reducti<strong>on</strong>s, the authors articulated the c<strong>on</strong>tinuity<br />

of the U.S. commitment to extended deterrence<br />

in Europe as expressed by the Barack Obama administrati<strong>on</strong><br />

in various nati<strong>on</strong>al security pr<strong>on</strong>ouncements.<br />

But Michel points out that the Schlesinger Task Force<br />

Report of 2008, apparently for the first time in so public<br />

a manner, revealed some of the internal disagreements<br />

within the U.S. military <strong>on</strong> whether the country<br />

should c<strong>on</strong>tinue to bear the cost of this burden. Larsen<br />

notes that, while the 2010 NPR reinforces the American<br />

commitment to the classic burden-sharing deal of<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> nati<strong>on</strong>s hosting U.S. nuclear weap<strong>on</strong>s, the NPR<br />

also announces U.S. plans to modernize its nuclear<br />

l<strong>on</strong>g-range strike capabilities <str<strong>on</strong>g>and</str<strong>on</strong>g> to work toward replacing<br />

the deterrence functi<strong>on</strong> of nuclear weap<strong>on</strong>s<br />

with c<strong>on</strong>venti<strong>on</strong>al <str<strong>on</strong>g>and</str<strong>on</strong>g> missile defense capabilities.<br />

Some analysts w<strong>on</strong>der whether the United States<br />

might take the kind of approach to extended deterrence<br />

in Europe that it has already taken in Asia—removal<br />

of the nuclear weap<strong>on</strong>s themselves but regularly<br />

exercising the capability to employ them in the<br />

regi<strong>on</strong> as a visible reminder to potential adversaries<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> assurance to existing allies. Both authors suggest<br />

that removal of U.S. nuclear weap<strong>on</strong>s from Europe is<br />
