<str<strong>on</strong>g>and</str<strong>on</strong>g> the current government are arguing for the<br />

removal of <str<strong>on</strong>g>NATO</str<strong>on</strong>g>s TNWs from German territory. In<br />

October 2009, the new C<strong>on</strong>servative-Liberal government<br />

in Germany formed by the Christian Democratic<br />

Uni<strong>on</strong> (CDU) <str<strong>on</strong>g>and</str<strong>on</strong>g> the Free Democratic Party (FDP)<br />

released its “coaliti<strong>on</strong> treaty,” stating that it “will<br />

advocate within <str<strong>on</strong>g>NATO</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> towards our U.S. allies<br />

a withdrawal of remaining nuclear weap<strong>on</strong>s from<br />

Germany.” 21 At the Munich Security C<strong>on</strong>ference in<br />

February 2010, Foreign Minister Guido Westerwelle<br />

declared that “the last remaining nuclear weap<strong>on</strong>s in<br />

Germany are a relic of the Cold War. They no l<strong>on</strong>ger<br />

serve a military purpose.” 22 Former Secretary-General<br />

of <str<strong>on</strong>g>NATO</str<strong>on</strong>g>, the former Belgian Foreign Minister Willy<br />

Claes, together with other former Belgian politicians,<br />

stated that “U.S. NSNW in Europe have lost all military<br />

importance.” 23 The Dutch <str<strong>on</strong>g>and</str<strong>on</strong>g> Belgian governments<br />

also advocated removal of U.S. TNWs from<br />

Europe. Together with Germany, Norway, <str<strong>on</strong>g>and</str<strong>on</strong>g> Luxembourg,<br />

these governments sent a letter in February<br />

2010 to the <str<strong>on</strong>g>NATO</str<strong>on</strong>g> Secretary-General, asking him<br />

to put the withdrawal <strong>on</strong> the agenda of the informal<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> meeting of the foreign affairs ministers in Tallinn,<br />

Est<strong>on</strong>ia, in April 2010. At that meeting, a policy<br />

rift opened am<strong>on</strong>g <str<strong>on</strong>g>NATO</str<strong>on</strong>g> members. U.S. Secretary of<br />

State Hillary Clint<strong>on</strong> resp<strong>on</strong>ded with a statement of<br />

five principles, including the declarati<strong>on</strong> that “as l<strong>on</strong>g<br />

as nuclear weap<strong>on</strong>s exist, <str<strong>on</strong>g>NATO</str<strong>on</strong>g> will remain a nuclear<br />

alliance.” 24 But she did not rule out further reducti<strong>on</strong>s<br />

or the development of c<strong>on</strong>fidence-building measures<br />

in cooperati<strong>on</strong> with Russia.<br />

France st<str<strong>on</strong>g>and</str<strong>on</strong>g>s al<strong>on</strong>e in Western Europe in its rejecti<strong>on</strong><br />

of further nuclear disarmament <str<strong>on</strong>g>and</str<strong>on</strong>g> is blocking<br />

reform of <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s nuclear weap<strong>on</strong>s policy. Paris fears<br />
