to <str<strong>on</strong>g>NATO</str<strong>on</strong>g> member states dictate that <str<strong>on</strong>g>NATO</str<strong>on</strong>g> seek opti<strong>on</strong>s<br />

for systematized reducti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> relocati<strong>on</strong> of<br />

those weap<strong>on</strong>s, <str<strong>on</strong>g>and</str<strong>on</strong>g> for a c<strong>on</strong>tinuing deterrent posture<br />

while those reducti<strong>on</strong>s are still in process.<br />

Thus, the November 2010 <str<strong>on</strong>g>NATO</str<strong>on</strong>g> <strong>Strategic</strong> C<strong>on</strong>cept<br />

adopted at Lisb<strong>on</strong> states in part:<br />

Deterrence, based <strong>on</strong> an appropriate mix of nuclear<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>venti<strong>on</strong>al capabilities, remains a core element<br />

of our overall strategy. The circumstances in which<br />

any use of nuclear weap<strong>on</strong>s might have to be c<strong>on</strong>templated<br />

are extremely remote. As l<strong>on</strong>g as nuclear weap<strong>on</strong>s<br />

exist, <str<strong>on</strong>g>NATO</str<strong>on</strong>g> will remain a nuclear alliance. 1<br />

However, it later records the following qualificati<strong>on</strong>:<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> seeks its security at the lowest possible level<br />

of forces. Arms c<strong>on</strong>trol, disarmament, <str<strong>on</strong>g>and</str<strong>on</strong>g> n<strong>on</strong>proliferati<strong>on</strong><br />

c<strong>on</strong>tribute to peace, security, <str<strong>on</strong>g>and</str<strong>on</strong>g> stability, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

should ensure undiminished security for all Alliance<br />

members. We will c<strong>on</strong>tinue to play our part in reinforcing<br />

arms c<strong>on</strong>trol <str<strong>on</strong>g>and</str<strong>on</strong>g> in promoting disarmament<br />

of both c<strong>on</strong>venti<strong>on</strong>al weap<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> weap<strong>on</strong>s of mass<br />

destructi<strong>on</strong>, as well as n<strong>on</strong>proliferati<strong>on</strong> efforts. 2<br />

Arms c<strong>on</strong>trol is embraced as a primary vehicle to<br />

enable the systematic <str<strong>on</strong>g>and</str<strong>on</strong>g> verifiable reducti<strong>on</strong> of the<br />

residual Russian nuclear arsenals <str<strong>on</strong>g>and</str<strong>on</strong>g> other security<br />

factors related directly to the maintenance of that<br />

nuclear posture. Specifically, <str<strong>on</strong>g>NATO</str<strong>on</strong>g> embraces stability-<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> security-enhancing nuclear reducti<strong>on</strong>s both<br />

in general <str<strong>on</strong>g>and</str<strong>on</strong>g> in Europe—both Russian <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>NATO</str<strong>on</strong>g><br />

nuclear weap<strong>on</strong>s in theater—as well as c<strong>on</strong>venti<strong>on</strong>al<br />
