capabilities (particularly its large inventory of tactical<br />

nuclear weap<strong>on</strong>s) <str<strong>on</strong>g>and</str<strong>on</strong>g> to elevate its doctrinal reliance<br />

<strong>on</strong> those weap<strong>on</strong>s in the event of any major c<strong>on</strong>flict<br />

scenario. Both Russia <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>NATO</str<strong>on</strong>g> seek security <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

stability; the relati<strong>on</strong>ship between them has transiti<strong>on</strong>ed<br />

from adversarial <str<strong>on</strong>g>and</str<strong>on</strong>g> military to more broadly<br />

cooperative <str<strong>on</strong>g>and</str<strong>on</strong>g> political; <str<strong>on</strong>g>and</str<strong>on</strong>g> arms c<strong>on</strong>trol offers a<br />

political process through which to address residual<br />

military dangers.<br />

ARMS CONTROL THREADS AND THEMES<br />

Thus, the 2010 <str<strong>on</strong>g>NATO</str<strong>on</strong>g> <strong>Strategic</strong> C<strong>on</strong>cept as well as<br />

the authors in this Part have endorsed arms c<strong>on</strong>trol as<br />

<strong>on</strong>e primary vehicle by which to address both residual<br />

security challenges in Europe <str<strong>on</strong>g>and</str<strong>on</strong>g> the specific issues<br />

surrounding U.S. (<str<strong>on</strong>g>and</str<strong>on</strong>g> Russian) tactical nuclear weap<strong>on</strong>s<br />

in theater. However, the authors also pointed out<br />

that this new arms c<strong>on</strong>trol process must be broadened<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> adapted to best fit the new realities of the present<br />

envir<strong>on</strong>ment. Issues, even objecti<strong>on</strong>s, were raised c<strong>on</strong>cerning<br />

individual goals or forums for arms c<strong>on</strong>trol,<br />

but c<strong>on</strong>sultative <str<strong>on</strong>g>and</str<strong>on</strong>g> cooperative approaches—here<br />

termed arms c<strong>on</strong>trol writ large—were suggested for<br />

a wide range of regi<strong>on</strong>al security issues <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>cerns.<br />

Interestingly, n<strong>on</strong>e of the authors chose U.S. tactical<br />

nuclear weap<strong>on</strong>s as their singular focus in addressing<br />

the issues surrounding those systems. They<br />

instead addressed the issues from such departure<br />

points as c<strong>on</strong>venti<strong>on</strong>al force issues; shifts in the global<br />

strategic envir<strong>on</strong>ment <str<strong>on</strong>g>and</str<strong>on</strong>g> resulting regi<strong>on</strong>al implicati<strong>on</strong>s;<br />

strategic force issues <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>trol efforts; <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

comm<strong>on</strong> political, ec<strong>on</strong>omic, <str<strong>on</strong>g>and</str<strong>on</strong>g> force modernizati<strong>on</strong><br />

c<strong>on</strong>cerns of nati<strong>on</strong>s. The authors saw the multidimen-<br />
