the development of network-centric warfare in the<br />

United States. The leadership underst<str<strong>on</strong>g>and</str<strong>on</strong>g>s the importance<br />

of informati<strong>on</strong> flow for advanced C4ISR <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

has set out to develop a comm<strong>on</strong> picture of the entire<br />

battlespace, which includes five dimensi<strong>on</strong>s (l<str<strong>on</strong>g>and</str<strong>on</strong>g>,<br />

air, sea [surface <str<strong>on</strong>g>and</str<strong>on</strong>g> sub-surface], cosmic, <str<strong>on</strong>g>and</str<strong>on</strong>g> electromagnetic.<br />

The PLA has emphasized the development<br />

of what is called “integrated informati<strong>on</strong>-electr<strong>on</strong>ic<br />

warfare.” K<strong>on</strong>drat’ev c<strong>on</strong>cludes that the United States<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> China are engaged in a high-tech arms race in informati<strong>on</strong><br />

systems <str<strong>on</strong>g>and</str<strong>on</strong>g> means. In China, that has led<br />

the PLA to emphasize the human factor in employing<br />

such systems <str<strong>on</strong>g>and</str<strong>on</strong>g> to promote increased professi<strong>on</strong>alism<br />

in the armed forces. What this article poses is the<br />

real prospect that Russia will face two technologically<br />

sophisticated potential adversaries in Eurasia. 52<br />

As alluded to earlier, in the summer of 2010 the Russian<br />

Ministry of Defense <str<strong>on</strong>g>and</str<strong>on</strong>g> General Staff c<strong>on</strong>ducted<br />

a major strategic exercise against a “hypothetical opp<strong>on</strong>ent”<br />

in Siberia <str<strong>on</strong>g>and</str<strong>on</strong>g> the Russian Far East under the<br />

name “Vostok 2010.” The exercise underscored the existing<br />

geo-strategic isolati<strong>on</strong> of Russia in that regi<strong>on</strong>,<br />

even as the Ministry of Defense <str<strong>on</strong>g>and</str<strong>on</strong>g> the General Staff<br />

evaluated Russia’s “new look” c<strong>on</strong>venti<strong>on</strong>al military.<br />

Roger McDermott, a prominent Western commentator<br />

<strong>on</strong> the “new look” reforms of the Russian military,<br />

offered an excellent overview of Vostok 2010 as an<br />

operati<strong>on</strong>al-strategic exercise. McDermott correctly<br />

pointed to the role of the exercise in testing c<strong>on</strong>cepts<br />

associated with the “new look” reforms of the Russian<br />

armed forces, calling attenti<strong>on</strong> to the exercise’s testing<br />

of the speed of deployment of brigades, their combat<br />
