want to avoid spelling out the c<strong>on</strong>diti<strong>on</strong>s under which<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> would use or not use nuclear weap<strong>on</strong>s.<br />

At the same time, a new arms c<strong>on</strong>trol group, the<br />

<str<strong>on</strong>g>Weap<strong>on</strong>s</str<strong>on</strong>g> of Mass Destructi<strong>on</strong> (WMD) C<strong>on</strong>trol <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

Disarmament Committee (WCDC), has been established<br />

within <str<strong>on</strong>g>NATO</str<strong>on</strong>g>. The WCDC was created at the<br />

insistence of Germany <str<strong>on</strong>g>and</str<strong>on</strong>g> in spite of oppositi<strong>on</strong> from<br />

France. <str<strong>on</strong>g>NATO</str<strong>on</strong>g> agreed <strong>on</strong> the WCDC m<str<strong>on</strong>g>and</str<strong>on</strong>g>ate to examine<br />

possible “reciprocal measures aiming to reinforce<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> increase transparency, mutual trust, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

c<strong>on</strong>fidence with Russia.” There is some disagreement<br />

whether the WCDC will c<strong>on</strong>tinue to exist bey<strong>on</strong>d the<br />

2012 summit. 30 Four countries, with support of six<br />

other <str<strong>on</strong>g>NATO</str<strong>on</strong>g> members, have proposed a set of transparency<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>fidence-building measures to break<br />

the arms c<strong>on</strong>trol deadlock <strong>on</strong> TNWs with Russia. But<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> member states are deeply divided <strong>on</strong> what<br />

kind of relati<strong>on</strong>s the Alliance should have with Russia.<br />

The United States <str<strong>on</strong>g>and</str<strong>on</strong>g> some western European<br />

countries would like to pursue a strategic partnership<br />

with Russia, while some Central <str<strong>on</strong>g>and</str<strong>on</strong>g> East Europeans<br />

are unwilling to accommodate Russian security interests.<br />

This fundamental difference in approaches has<br />

hampered <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s efforts to develop <str<strong>on</strong>g>and</str<strong>on</strong>g> pursue a<br />

coherent arms c<strong>on</strong>trol policy towards Russia. <str<strong>on</strong>g>NATO</str<strong>on</strong>g><br />

also hopes to link any reducti<strong>on</strong>s in its TNW holdings<br />

to reciprocal Russian cuts. In the c<strong>on</strong>venti<strong>on</strong>al arena,<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> insists <strong>on</strong> implementati<strong>on</strong> of the adapted CFE<br />

Treaty, which is built <strong>on</strong> the assumpti<strong>on</strong> of strategic<br />

parity between the East <str<strong>on</strong>g>and</str<strong>on</strong>g> West. Russia <str<strong>on</strong>g>and</str<strong>on</strong>g> Belarus<br />

have signed the adapted CFE Treaty, but the Western<br />

bloc has not. Russia suspended the CFE data exchange<br />

in 2007, <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>NATO</str<strong>on</strong>g> followed suit at the end of 2011,<br />
