of its arms c<strong>on</strong>trol interests <str<strong>on</strong>g>and</str<strong>on</strong>g> interest in strategic<br />

stability more generally, the United States should pursue<br />

a much broader <str<strong>on</strong>g>and</str<strong>on</strong>g> more ambitious set of strategic<br />

dialogues with not just Russia but also China <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

U.S. allies in both Europe <str<strong>on</strong>g>and</str<strong>on</strong>g> Asia.<br />

TACTICAL NUCLEAR WEAPONS IN EUROPE<br />

How Many <str<strong>on</strong>g>Tactical</str<strong>on</strong>g> <str<strong>on</strong>g>Nuclear</str<strong>on</strong>g> <str<strong>on</strong>g>Weap<strong>on</strong>s</str<strong>on</strong>g> Exist Today<br />

in Europe?<br />

The distincti<strong>on</strong> between strategic <str<strong>on</strong>g>and</str<strong>on</strong>g> TNWs is not<br />

easy to make because the weap<strong>on</strong> purposes (such as<br />

targets <str<strong>on</strong>g>and</str<strong>on</strong>g> missi<strong>on</strong>s) <str<strong>on</strong>g>and</str<strong>on</strong>g> the technical characteristics<br />

(such as range, yield, <str<strong>on</strong>g>and</str<strong>on</strong>g> deployment) as between<br />

the United States <str<strong>on</strong>g>and</str<strong>on</strong>g> Russia are different in many<br />

cases, reflecting differences in their geographical,<br />

strategic, <str<strong>on</strong>g>and</str<strong>on</strong>g> political postures. Early <strong>on</strong>, the Soviet<br />

Uni<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> the United States came to c<strong>on</strong>sider nuclear<br />

weap<strong>on</strong>s based <strong>on</strong> their own territory that could be<br />

delivered with l<strong>on</strong>g-range missiles or bombers against<br />

the enemy’s homel<str<strong>on</strong>g>and</str<strong>on</strong>g> as “strategic.” C<strong>on</strong>sequently,<br />

<strong>on</strong>e simplifying approach has been to define tactical<br />

nuclear weap<strong>on</strong>s as all nuclear warheads which are<br />

not covered by strategic nuclear arms c<strong>on</strong>trol treaties.<br />

But certainly other operati<strong>on</strong>al characteristics (such as<br />

deployment status, weap<strong>on</strong> readiness, proximity to<br />

delivery system, etc.) are also important for future reducti<strong>on</strong><br />

talks. Despite the fact that both Russia <str<strong>on</strong>g>and</str<strong>on</strong>g> the<br />

United States have reduced their TNW stockpile more<br />

than envisaged under PNIs, neither has disclosed<br />

exact data about the numbers, status <str<strong>on</strong>g>and</str<strong>on</strong>g> locati<strong>on</strong> of<br />

these weap<strong>on</strong>s.<br />
