NUCLEAR WEAPONS<br />

The United States plans to c<strong>on</strong>duct a life-extensi<strong>on</strong><br />

program for its B-61 bombs over the coming decade,<br />

which will take the three n<strong>on</strong>-strategic variants <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

<strong>on</strong>e strategic variant of the weap<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> produce a<br />

single variant, the B-61-12. 4 (This will have the effect<br />

of blurring the distincti<strong>on</strong> between strategic <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

n<strong>on</strong>-strategic nuclear warheads.) Russian nuclear<br />

warheads generally have a shorter shelf life than their<br />

American counterparts, <str<strong>on</strong>g>and</str<strong>on</strong>g> the Russian practice is<br />

to retire old warheads <str<strong>on</strong>g>and</str<strong>on</strong>g> build new <strong>on</strong>es to replace<br />

them. While Moscow has not disclosed plans for its<br />

future n<strong>on</strong>-strategic arsenal, some experts believe the<br />

Russians will replace their aging n<strong>on</strong>-strategic nuclear<br />

warheads at a less than <strong>on</strong>e-for-<strong>on</strong>e rate, which would<br />

lead over time to a reducti<strong>on</strong> in the overall size of their<br />

n<strong>on</strong>-strategic nuclear stockpile. (See Table 19-1.)<br />

Of the 500 U.S. B-61 gravity bombs, some 200 are<br />

believed to be deployed forward at six air bases in<br />

Europe: <strong>on</strong>e each in Belgium, Germany, the Netherl<str<strong>on</strong>g>and</str<strong>on</strong>g>s,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> Turkey <str<strong>on</strong>g>and</str<strong>on</strong>g> two in Italy. These weap<strong>on</strong>s<br />

are designated for use by the U.S. Air Force <str<strong>on</strong>g>and</str<strong>on</strong>g>, un-<br />
