c<strong>on</strong>demning <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s “aggressive” behavior. 5<br />

There is not much doubt that this outcome, combined<br />

with <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s movement eastward, has introduced a<br />

serious retrogressi<strong>on</strong> in Russian-U.S. relati<strong>on</strong>s. This<br />

trend was accentuated during the presidencies of<br />

Vladimir Putin <str<strong>on</strong>g>and</str<strong>on</strong>g> George W. Bush, in spite of a new<br />

strategic arms c<strong>on</strong>trol treaty signed in May 2002. The<br />

invasi<strong>on</strong>s of Afghanistan <str<strong>on</strong>g>and</str<strong>on</strong>g> Iraq strengthened the<br />

Russian view that globalizati<strong>on</strong>, as proclaimed by the<br />

West, meant American <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>NATO</str<strong>on</strong>g> dominati<strong>on</strong>.<br />

New thinking started to be formulated at this time<br />

about what globalizati<strong>on</strong> meant from the Russian perspective.<br />

Not so surprisingly, it rejected American <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

other western views. “Globalism,” <strong>on</strong>e analyst stated,<br />

“benefits America at the expense of every<strong>on</strong>e else.” 6<br />

Instead of this versi<strong>on</strong> of globalizati<strong>on</strong>, Russians began<br />

to accept the idea of multipolar globalism, the<br />

idea that there is a true interdependence am<strong>on</strong>g nati<strong>on</strong>s<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> that there can be no single global hegem<strong>on</strong><br />

by definiti<strong>on</strong>. 7 This noti<strong>on</strong> fits Russian foreign policy<br />

proclivities very well in rejecting U.S. dominance. A<br />

probable new era of Russian policy began with the<br />

address of then President Vladimir Putin at the Munich<br />

Security C<strong>on</strong>ference in February 2007. In part, he<br />

stated that:<br />

I c<strong>on</strong>sider that the unipolar model is not <strong>on</strong>ly unacceptable<br />

but also impossible in today’s world. And<br />

this is not <strong>on</strong>ly because if there was individual leadership<br />

in today’s—<str<strong>on</strong>g>and</str<strong>on</strong>g> precisely in today’s—world,<br />

then military, political <str<strong>on</strong>g>and</str<strong>on</strong>g> ec<strong>on</strong>omic resources would<br />

not suffice. What is even more important is that the<br />

model itself is flawed because at its basis there is <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

can be no moral foundati<strong>on</strong>s for modern civilizati<strong>on</strong>. 8<br />
