The four chapters in this secti<strong>on</strong> provide readers<br />

with excellent surveys of the positi<strong>on</strong>s taken by European<br />

governments <strong>on</strong> the questi<strong>on</strong> of whether tactical<br />

nuclear weap<strong>on</strong>s (TNWs)—or n<strong>on</strong>-strategic nuclear<br />

weap<strong>on</strong>s (NSNWs), as they are frequently referred to<br />

in the present book—should be retained by the North<br />

Atlantic Treaty Organizati<strong>on</strong> (<str<strong>on</strong>g>NATO</str<strong>on</strong>g>). Readers will<br />

also come away with a good sense of European public<br />

opini<strong>on</strong> relating to this complex issue. What they<br />

are not likely to take away from these chapters is a<br />

sense of optimism or a sense of policy directi<strong>on</strong>. The<br />

European debate over TNWs is, in the words of <strong>on</strong>e<br />

influential report, “at an impasse,” for four reas<strong>on</strong>s. 1<br />

The first factor that c<strong>on</strong>founds debate <strong>on</strong> TNWs is<br />

a lack of c<strong>on</strong>sensus <strong>on</strong> the role that they can <str<strong>on</strong>g>and</str<strong>on</strong>g> do<br />

play. On the <strong>on</strong>e h<str<strong>on</strong>g>and</str<strong>on</strong>g>, there is widespread agreement<br />

that TNWs are of little or no military value. On the<br />

other h<str<strong>on</strong>g>and</str<strong>on</strong>g>, the European allies disagree <strong>on</strong> the political<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> psychological value of these weap<strong>on</strong>s. Some<br />

governments c<strong>on</strong>tinue to view TNWs as an important<br />

symbol of Washingt<strong>on</strong>’s Article 5 commitment to the<br />

security of its <str<strong>on</strong>g>NATO</str<strong>on</strong>g> allies, while others are less c<strong>on</strong>vinced<br />

of, or less c<strong>on</strong>cerned about, the c<strong>on</strong>tributi<strong>on</strong><br />

that TNWs make to America’s extended deterrence<br />

guarantee.<br />

The fact that the <str<strong>on</strong>g>NATO</str<strong>on</strong>g> allies cannot agree <strong>on</strong> the<br />

purpose or value of tactical nuclear weap<strong>on</strong>s in Eu-<br />
