<str<strong>on</strong>g>NATO</str<strong>on</strong>g> countries. During the last 2 years, this positi<strong>on</strong><br />

has been declared <strong>on</strong> numerous occasi<strong>on</strong>s by the Russian<br />

Minister of Foreign Relati<strong>on</strong>s, Sergey Lavrov, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

other officials. 2<br />

Russian experts insist that Russia, unlike the United<br />

States <str<strong>on</strong>g>and</str<strong>on</strong>g> many <str<strong>on</strong>g>NATO</str<strong>on</strong>g> countries, is located within<br />

the range of nuclear weap<strong>on</strong>s of all nuclear states,<br />

which elevates the TNW role in Russia’s security calculus<br />

to a much higher level than the tactical. In additi<strong>on</strong>,<br />

l<strong>on</strong>g Russian borders ensure a large number of<br />

security-sensitive areas. Such half-encirclement could<br />

progress even further to become a full circle around<br />

Russia because of the future competiti<strong>on</strong> for resources<br />

in the Arctic. According to <strong>on</strong>e typical opini<strong>on</strong>:<br />

After even a quick glance at the geography of c<strong>on</strong>flicts,<br />

it is impossible to avoid the . . . c<strong>on</strong>clusi<strong>on</strong> that<br />

Russia is surrounded by a half-circle of c<strong>on</strong>flicts. This<br />

half-circle will be closed so<strong>on</strong>—after the start of the<br />

process of competiti<strong>on</strong> for the resources of the Arctic<br />

Ocean shelf. 3<br />

This situati<strong>on</strong>, in the view of Russian commentators,<br />

increases the importance of TNWs to Russia as<br />

a factor in nati<strong>on</strong>al security <str<strong>on</strong>g>and</str<strong>on</strong>g> deterrence. Hence,<br />

Russians argue, calls for parity in numbers of TNWs<br />

between the United States <str<strong>on</strong>g>and</str<strong>on</strong>g> Russia are irrelevant.<br />

Moreover, since Russia failed to modernize its nati<strong>on</strong>al<br />

ec<strong>on</strong>omy successfully, it cannot compete with<br />

the West in research, development, <str<strong>on</strong>g>and</str<strong>on</strong>g> producti<strong>on</strong><br />

of expensive high-speed, high-precisi<strong>on</strong>, l<strong>on</strong>g-range<br />

c<strong>on</strong>venti<strong>on</strong>al systems, which can potentially serve as<br />

a counterweight to TNWs. These sub-nuclear c<strong>on</strong>venti<strong>on</strong>al<br />

weap<strong>on</strong>s systems of <str<strong>on</strong>g>NATO</str<strong>on</strong>g> c<strong>on</strong>stitute just <strong>on</strong>e<br />

of the many factors that Russians want to put <strong>on</strong> the<br />

table during negotiati<strong>on</strong>s <strong>on</strong> TNW reducti<strong>on</strong>. There<br />
