This brief overview addresses arms c<strong>on</strong>trol as an<br />

established process of arms regulati<strong>on</strong>; summarizes<br />

major threads <str<strong>on</strong>g>and</str<strong>on</strong>g> issues raised in the chapters of this<br />

Part; <str<strong>on</strong>g>and</str<strong>on</strong>g> suggests an arms c<strong>on</strong>trol agenda as a way<br />

ahead for addressing U.S. tactical nuclear weap<strong>on</strong>s<br />

(TNWs) in <str<strong>on</strong>g>NATO</str<strong>on</strong>g>.<br />

ARMS CONTROL AS A “WAY” OF ENHANCING<br />

NATIONAL SECURITY<br />

Arms c<strong>on</strong>trol developed as a practical offshoot<br />

from traditi<strong>on</strong>al approaches to disarmament, seeking<br />

regulati<strong>on</strong>, reciprocity, <str<strong>on</strong>g>and</str<strong>on</strong>g> transparency in limiting<br />

numbers <str<strong>on</strong>g>and</str<strong>on</strong>g> capabilities of nuclear systems as opposed<br />

to near-term eliminati<strong>on</strong> of those systems. The<br />

internati<strong>on</strong>al security envir<strong>on</strong>ment of the Cold War<br />

dictated strategic reliance <strong>on</strong> nuclear weap<strong>on</strong>s, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

neither of the major nuclear powers <str<strong>on</strong>g>and</str<strong>on</strong>g> their associated<br />

alliances could guarantee their security without<br />

that set of nuclear capabilities. Arms c<strong>on</strong>trol offered<br />

a systematic <str<strong>on</strong>g>and</str<strong>on</strong>g> verifiable process to lower the risks,<br />

costs, <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>sequences of potential c<strong>on</strong>flict within a<br />

cooperative niche in the otherwise c<strong>on</strong>tentious East-<br />

West relati<strong>on</strong>ship.<br />

Today the foundati<strong>on</strong>al situati<strong>on</strong> has changed,<br />

resulting in an end to the intensely adversarial relati<strong>on</strong>ships<br />

prevalent during the Cold War, <str<strong>on</strong>g>and</str<strong>on</strong>g> a fundamental<br />

alterati<strong>on</strong> of the alliance structure in Europe.<br />

Today <str<strong>on</strong>g>NATO</str<strong>on</strong>g> st<str<strong>on</strong>g>and</str<strong>on</strong>g>s al<strong>on</strong>e as the sole strategic<br />

security alliance <strong>on</strong> the c<strong>on</strong>tinent, <str<strong>on</strong>g>and</str<strong>on</strong>g> Russia is not<br />

denominated as an enemy. In fact, cooperative mechanisms<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> efforts exist between <str<strong>on</strong>g>NATO</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> Russia <strong>on</strong><br />
