Barack Obama in 2009 to modify the plans for the deployment<br />

of comp<strong>on</strong>ents of a missile defense system<br />

in Pol<str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> the Czech Republic.<br />

The perspective of the new <str<strong>on</strong>g>NATO</str<strong>on</strong>g> members <strong>on</strong><br />

TNWs does not seem completely intransigent, however.<br />

It is likely to be negotiable, especially if balanced<br />

by a credible <str<strong>on</strong>g>NATO</str<strong>on</strong>g> commitment—essentially, a U.S.<br />

commitment—to their defense by other means. 30 Indeed,<br />

according to Tomas Valasek, “The [tactical nuclear]<br />

weap<strong>on</strong>s are a potent symbol of the transatlantic<br />

b<strong>on</strong>d, but not necessarily the <strong>on</strong>ly, or irreplaceable,<br />

symbol.” 31<br />

As has been rightly argued, it is primarily the n<strong>on</strong>nuclear<br />

dimensi<strong>on</strong> of the deterrence policy of <str<strong>on</strong>g>NATO</str<strong>on</strong>g><br />

that must be improved to increase the importance of<br />

the collective defense <str<strong>on</strong>g>and</str<strong>on</strong>g> deterrence functi<strong>on</strong> of the<br />

Alliance. 32 <str<strong>on</strong>g>NATO</str<strong>on</strong>g>, <str<strong>on</strong>g>and</str<strong>on</strong>g> especially the United States,<br />

could c<strong>on</strong>sider alternatives to or compensati<strong>on</strong>s for<br />

the forward deployment of TNWs, such as an increase<br />

in c<strong>on</strong>venti<strong>on</strong>al forces (“boots <strong>on</strong> the ground”) or the<br />

deployment in the regi<strong>on</strong> of substantial comp<strong>on</strong>ents<br />

of Obama’s redesigned “Phased Adaptive Approach”<br />

to missile defense, to meet the new <str<strong>on</strong>g>NATO</str<strong>on</strong>g> members’<br />

need for reassurance.<br />

Undoubtedly, the issue must be addressed with<br />

great cauti<strong>on</strong> because it is difficult to reach agreement<br />

<strong>on</strong> percepti<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> symbols, especially in the current<br />

period of profound transformati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> reorganizati<strong>on</strong><br />

of Euro-Atlantic security. 33 Decisi<strong>on</strong>s that are not<br />

shared risk weakening the cohesi<strong>on</strong> of the Alliance <strong>on</strong><br />

which the credibility of <str<strong>on</strong>g>NATO</str<strong>on</strong>g> depends. The priority<br />

<strong>on</strong> both sides of the Atlantic is to avoid casting doubt<br />

<strong>on</strong> the principle of indivisibility in the Alliance’s security.<br />

C<strong>on</strong>sequently, the debate <strong>on</strong> TNWs is widely per-<br />
