Borei class ship submersible ballistic nuclear submarines<br />

other nuclear powers are driving the modernizati<strong>on</strong><br />

programs of others such as Russia, with U.S. ballistic<br />

missile defense <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>venti<strong>on</strong>al global strike systems<br />

pushing Russian nuclear modernizati<strong>on</strong>; fifth,<br />

the greater attenti<strong>on</strong> given to n<strong>on</strong>-strategic nuclear<br />

forces by states with weaker c<strong>on</strong>venti<strong>on</strong>al forces is a<br />

means of compensati<strong>on</strong> for such weakness; <str<strong>on</strong>g>and</str<strong>on</strong>g> sixth,<br />

START III was a significant diplomatic achievement<br />

by the United States <str<strong>on</strong>g>and</str<strong>on</strong>g> Russia, but it did not resolve<br />
