The fundamentals of Smart Defense are relatively<br />

straightforward. In an era of defense austerity, Allies<br />

should find more ways to cooperate multilaterally to<br />

make available the type, quantity, quality, <str<strong>on</strong>g>and</str<strong>on</strong>g> capabilities<br />

necessary for the Alliance as a whole to meet<br />

the level of ambiti<strong>on</strong> as set by its political leaders—<br />

that is, the set of c<strong>on</strong>tingencies ranging from major<br />

combat operati<strong>on</strong>s to smaller stabilizati<strong>on</strong> missi<strong>on</strong>s<br />

that <str<strong>on</strong>g>NATO</str<strong>on</strong>g> should be prepared for. Such multilateral<br />

cooperati<strong>on</strong> could include, for example, “pooling <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

sharing” arrangements, joint procurement, <str<strong>on</strong>g>and</str<strong>on</strong>g> role<br />

specializati<strong>on</strong>. Top <str<strong>on</strong>g>NATO</str<strong>on</strong>g> civilian <str<strong>on</strong>g>and</str<strong>on</strong>g> military officials<br />

are trying hard to implement the c<strong>on</strong>cept <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

have assigned a leading role to Allied Comm<str<strong>on</strong>g>and</str<strong>on</strong>g><br />

Transformati<strong>on</strong> to facilitate the process by which nati<strong>on</strong>s<br />

will identify new cooperative projects, select<br />

lead nati<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> partners, <str<strong>on</strong>g>and</str<strong>on</strong>g> (hopefully) implement<br />

their collective efforts.<br />

Not surprisingly, however, Smart Defense will<br />

face the same challenges described hitherto as faced<br />

by <str<strong>on</strong>g>NATO</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> other multinati<strong>on</strong>al efforts. For example,<br />

Allies that are more worried by proximate potential<br />

threats, whether to their territories or informati<strong>on</strong><br />

systems, may be less inclined toward cooperative<br />

projects that seem directed to expediti<strong>on</strong>ary <str<strong>on</strong>g>and</str<strong>on</strong>g>/or<br />

stabilizati<strong>on</strong> operati<strong>on</strong>s. Allies that share an expediti<strong>on</strong>ary<br />

strategic culture, such as the UK <str<strong>on</strong>g>and</str<strong>on</strong>g> France,<br />

may favor bilateral cooperati<strong>on</strong> over wider projects<br />

involving Allies believed to be excessively risk averse.<br />

Sovereignty issues remain an important c<strong>on</strong>siderati<strong>on</strong><br />

in many areas, even if they are given different weights<br />

depending <strong>on</strong> the size, capabilities, <str<strong>on</strong>g>and</str<strong>on</strong>g> political/<br />

strategic culture of the individual Allies. In particular,<br />

those who seek to preserve some capability to act al<strong>on</strong>e<br />

or in small coaliti<strong>on</strong>s of the willing outside <str<strong>on</strong>g>NATO</str<strong>on</strong>g> if<br />
