are examples relevant to the current discussi<strong>on</strong>s of<br />

nuclear policy: French sensitivity to any development<br />

that could be seen as weakening the role of nuclear<br />

weap<strong>on</strong>s, nuclear deterrence, <str<strong>on</strong>g>and</str<strong>on</strong>g> its own nati<strong>on</strong>al deterrent;<br />

German insistence that arms c<strong>on</strong>trol <str<strong>on</strong>g>and</str<strong>on</strong>g> disarmament<br />

should play a greater role in the search for<br />

security <str<strong>on</strong>g>and</str<strong>on</strong>g> stability; <str<strong>on</strong>g>and</str<strong>on</strong>g> the c<strong>on</strong>tinuing suspici<strong>on</strong> of<br />

members from Central <str<strong>on</strong>g>and</str<strong>on</strong>g> Eastern Europe (CEE) towards<br />

Russia.<br />

Sometimes these positi<strong>on</strong>s are of such importance<br />

that they become red lines through which the country<br />

c<strong>on</strong>cerned can move <strong>on</strong>ly with difficulty or as the<br />

result of compromises <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>cessi<strong>on</strong>s achieved in<br />

other areas. Achieving c<strong>on</strong>sensus involves resp<strong>on</strong>ding<br />

to <str<strong>on</strong>g>and</str<strong>on</strong>g> finding a balance between these different<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> frequently c<strong>on</strong>flicting nati<strong>on</strong>al priorities.<br />

The process also has to accommodate the groupings<br />

of countries who meet informally from time to<br />

time <str<strong>on</strong>g>and</str<strong>on</strong>g> whose c<strong>on</strong>sultati<strong>on</strong> outside the formal 28-nati<strong>on</strong><br />

framework can play a significant role in identifying<br />

the route to c<strong>on</strong>sensus. These groupings would include<br />

the three nuclear powers (the United States, the<br />

United Kingdom [UK] <str<strong>on</strong>g>and</str<strong>on</strong>g> France); the big four (or<br />

Quad—the United States, UK, France, <str<strong>on</strong>g>and</str<strong>on</strong>g> Germany),<br />

whose agreement is an essential basis for eventual<br />

c<strong>on</strong>sensus; <str<strong>on</strong>g>and</str<strong>on</strong>g> the grouping of countries interested<br />

in promoting arms c<strong>on</strong>trol <str<strong>on</strong>g>and</str<strong>on</strong>g> disarmament, known<br />

in the trade as “the usual suspects,” normally comprising<br />

Germany, Norway, the Netherl<str<strong>on</strong>g>and</str<strong>on</strong>g>s, Belgium,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> Canada, with others associated from time to time.<br />

This latter grouping provides what they see as an important<br />

balance to the influence of the nuclear members.<br />

These <str<strong>on</strong>g>and</str<strong>on</strong>g> other informal groupings which are<br />

frequently created in resp<strong>on</strong>se to circumstances c<strong>on</strong>-<br />
