coercive diplomacy came to rely predominantly <strong>on</strong><br />

n<strong>on</strong>-nuclear capabilities, these weap<strong>on</strong>s n<strong>on</strong>etheless<br />

c<strong>on</strong>tinued to play a foundati<strong>on</strong>al <str<strong>on</strong>g>and</str<strong>on</strong>g> elemental role in<br />

U.S. <str<strong>on</strong>g>and</str<strong>on</strong>g> allied strategy in Asia, providing a basic deterrent<br />

against significant escalati<strong>on</strong>, assuring allies,<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> generally backstopping U.S. c<strong>on</strong>venti<strong>on</strong>al power,<br />

which appeared to be less herculean in its ability to<br />

shape strategic outcomes than some had envisi<strong>on</strong>ed in<br />

the aftermath of the Cold War.<br />

U.S. NUCLEAR WEAPONS POLICYMAKING<br />

IN EAST ASIA<br />

The history of U.S. nuclear weap<strong>on</strong>s policy in East<br />

Asia did not take place in a political vacuum, however.<br />

Rather, the history of U.S. nuclear weap<strong>on</strong>s in the<br />

regi<strong>on</strong> has also been a history of U.S. nuclear weap<strong>on</strong>s<br />

policymaking. Indeed, this latter history is in important<br />

respects c<strong>on</strong>siderably more distinctive than the<br />

actual policy itself, which has generally been of a piece<br />

with broader trends in U.S. defense policy. It is particularly<br />

illuminating to compare policymaking <strong>on</strong> these<br />

matters with the situati<strong>on</strong> in Europe, the other regi<strong>on</strong><br />

in which U.S. nuclear weap<strong>on</strong>s have been br<str<strong>on</strong>g>and</str<strong>on</strong>g>ished,<br />

but where nuclear policymaking was markedly different.<br />

As a rule, U.S. nuclear weap<strong>on</strong>s policy in Asia has<br />

been substantially more subject to U.S. discreti<strong>on</strong>,<br />

within certain bounds, than it has been in Europe.<br />

Indeed, until very recently, there has existed no formalized<br />

mechanism for allies’ participati<strong>on</strong> or input<br />

regarding nuclear planning decisi<strong>on</strong>s, <str<strong>on</strong>g>and</str<strong>on</strong>g> U.S. nuclear<br />

operati<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> deployments have been c<strong>on</strong>ducted<br />

far more opaquely than has been the case in Europe. 29<br />
