of the U.S. extended deterrent. No changes in<br />

U.S. extended deterrence capabilities will be<br />

made without close c<strong>on</strong>sultati<strong>on</strong>s with our allies<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> partners.” 19<br />

• “C<strong>on</strong>duct a full scope B-61 (nuclear bomb) Life<br />

Extensi<strong>on</strong> <str<strong>on</strong>g>Program</str<strong>on</strong>g> to ensure its functi<strong>on</strong>ality<br />

with the F-35 <str<strong>on</strong>g>and</str<strong>on</strong>g> to include making surety—<br />

safety, security, <str<strong>on</strong>g>and</str<strong>on</strong>g> use c<strong>on</strong>trol—enhancements<br />

to maintain c<strong>on</strong>fidence in the B-61. These<br />

decisi<strong>on</strong>s ensure that the United States will retain<br />

the capability to forward deploy n<strong>on</strong>-strategic<br />

nuclear weap<strong>on</strong>s in support of its Alliance<br />

commitments.” 20<br />

In additi<strong>on</strong> to its forward-deployed tactical nuclear<br />

forces, the United States has also relied <strong>on</strong> n<strong>on</strong>-nuclear<br />

elements to strengthen regi<strong>on</strong>al security architectures,<br />

including a forward U.S. c<strong>on</strong>venti<strong>on</strong>al presence <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

effective theater ballistic missile defenses. The role of<br />

those elements of extended deterrence, said the NPR,<br />

will increase:<br />

As the role of nuclear weap<strong>on</strong>s is reduced in U.S. nati<strong>on</strong>al<br />

security strategy, these n<strong>on</strong>-nuclear elements<br />

will take <strong>on</strong> a greater share of the deterrence burden.<br />

Moreover, an indispensable ingredient of effective<br />

regi<strong>on</strong>al deterrence is not <strong>on</strong>ly n<strong>on</strong>-nuclear but also<br />

n<strong>on</strong>-military—str<strong>on</strong>g, trusting political relati<strong>on</strong>ships<br />

between the United States <str<strong>on</strong>g>and</str<strong>on</strong>g> its allies <str<strong>on</strong>g>and</str<strong>on</strong>g> partners<br />

[as well as] enhancing regi<strong>on</strong>al security architectures. 21<br />

Strengthened regi<strong>on</strong>al security architectures include,<br />

according to the NPR, “effective missile defense,<br />

counter-WMD capabilities, c<strong>on</strong>venti<strong>on</strong>al pow-<br />
