The traditi<strong>on</strong>al leadership role of the United States<br />

in <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s nuclear affairs <str<strong>on</strong>g>and</str<strong>on</strong>g> the complicated dialogue<br />

<strong>on</strong> the presence of U.S. nuclear weap<strong>on</strong>s in Europe<br />

have already been discussed. The situati<strong>on</strong> facing<br />

U.S. policymakers today is different in two senses.<br />

First, as a result of <str<strong>on</strong>g>NATO</str<strong>on</strong>g> enlargement, there are now<br />

several members who are very clear <strong>on</strong> what they<br />

want—they feel str<strong>on</strong>gly that the warheads are an important<br />

symbol of the U.S. commitment <str<strong>on</strong>g>and</str<strong>on</strong>g> that to<br />

remove them at this time would be sending the wr<strong>on</strong>g<br />

signal. Sec<strong>on</strong>d, the endorsement by President Barack<br />

Obama in his speech in Prague, Czech Republic, of<br />

the goal of a world without nuclear weap<strong>on</strong>s has created<br />

uncertainty in the minds of the Allies about U.S.<br />

priorities. Since the Prague speech, Allies have been<br />

asking what role this endorsement will play in U.S. attitudes<br />

to <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s nuclear posture. On the <strong>on</strong>e h<str<strong>on</strong>g>and</str<strong>on</strong>g>,<br />

the Prague commitment, together with the c<strong>on</strong>cerns<br />

of many U.S. officials over the security <str<strong>on</strong>g>and</str<strong>on</strong>g> safety of<br />

nuclear storage sites—<str<strong>on</strong>g>and</str<strong>on</strong>g> the associated costs—suggests<br />

the need for change. On the other h<str<strong>on</strong>g>and</str<strong>on</strong>g>, the<br />

possibility that such a change could create divisi<strong>on</strong>s<br />

within <str<strong>on</strong>g>NATO</str<strong>on</strong>g> argues for maintenance of the status<br />

quo. For the Obama administrati<strong>on</strong>, therefore, the<br />

wish to make progress <strong>on</strong> the Prague agenda has to be<br />

measured against the priority of maintaining Alliance<br />

solidarity <str<strong>on</strong>g>and</str<strong>on</strong>g> cohesi<strong>on</strong>. The evidence for the moment<br />

is that solidarity <str<strong>on</strong>g>and</str<strong>on</strong>g> cohesi<strong>on</strong> have w<strong>on</strong> the day.<br />
