of technology. Living with destructive technologies is<br />

our lot, the debt we bear in behalf of progress. They<br />

are, after all, the ultimate guardian of our safety.<br />

Foreign policy must be based <strong>on</strong> this reality; <str<strong>on</strong>g>and</str<strong>on</strong>g> the<br />

United States should work with its Allies <str<strong>on</strong>g>and</str<strong>on</strong>g> strategic<br />

partners <strong>on</strong> those achievable objectives that lower the<br />

risks of the spread of nuclear weap<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> the possibility<br />

of nuclear weap<strong>on</strong>s use.<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> is the world’s most successful <str<strong>on</strong>g>and</str<strong>on</strong>g> l<strong>on</strong>gestlived<br />

collective security organizati<strong>on</strong>. At the end of<br />

the day, I am optimistic that the Alliance will make<br />

the right <str<strong>on</strong>g>and</str<strong>on</strong>g> best choices in the difficult <str<strong>on</strong>g>and</str<strong>on</strong>g> challenging<br />

security <str<strong>on</strong>g>and</str<strong>on</strong>g> ec<strong>on</strong>omic envir<strong>on</strong>ment of today. As<br />

Bismarck allegedly observed, “If you like the law <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

sausage, you should see neither <strong>on</strong>e of them being<br />

made.” 35 So too with <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s deterrence <str<strong>on</strong>g>and</str<strong>on</strong>g> defense<br />

posture.<br />
