slow to exploit. It also established a political distaste<br />

for TNWs am<strong>on</strong>g several European <str<strong>on</strong>g>NATO</str<strong>on</strong>g> publics<br />

which remains today, <str<strong>on</strong>g>and</str<strong>on</strong>g> is increasingly significant<br />

for the weap<strong>on</strong>s’ future.<br />

The Imperative of Forward Defense.<br />

Forward defense seemed the indispensable foundati<strong>on</strong><br />

for a large, resilient, <str<strong>on</strong>g>and</str<strong>on</strong>g> cohesive Alliance,<br />

given traumatic recent European memories of Nazi<br />

occupati<strong>on</strong>, coupled with the apparently irrevocable<br />

c<strong>on</strong>sequences of forced assimilati<strong>on</strong> into the Soviet<br />

bloc. Moreover, Berlin, Germany, a symbolic outpost<br />

of the Cold War, remained indefensible by c<strong>on</strong>venti<strong>on</strong>al<br />

means. 10 Maintaining the credibility of such an<br />

inflexible military strategy against larger Soviet <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

East European (after 1955, Warsaw Pact) forces, made<br />

additi<strong>on</strong>al capabilities, such as the nuclear-bolstering<br />

which TNWs would provide, seem absolutely essential.<br />

Korea <str<strong>on</strong>g>and</str<strong>on</strong>g> Rearmament.<br />

The first Soviet nuclear test in 1949, the outbreak of<br />

the Korean War in 1950, <str<strong>on</strong>g>and</str<strong>on</strong>g> a growing percepti<strong>on</strong> of<br />

armed Soviet expansi<strong>on</strong>ist ambiti<strong>on</strong>s created anxieties<br />

which led to the establishment <str<strong>on</strong>g>and</str<strong>on</strong>g> rapid growth of<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g>. In February 1952, a <str<strong>on</strong>g>NATO</str<strong>on</strong>g> meeting in Lisb<strong>on</strong>,<br />

Portugal, set 96 divisi<strong>on</strong>s as a force goal. This ambitious<br />

c<strong>on</strong>venti<strong>on</strong>al force level subsequently proved<br />

unachievable, due to a combinati<strong>on</strong> of cost <str<strong>on</strong>g>and</str<strong>on</strong>g> inefficiency.<br />
