2011, Foreign Minister Sergey Lavrov declared at the<br />

United Nati<strong>on</strong>s (UN) C<strong>on</strong>ference <strong>on</strong> Disarmament in<br />

Geneva:<br />

We insist that there is a clear need to take into account<br />

the factors that negatively affect strategic stability,<br />

such as plans to place weap<strong>on</strong>s in outer space, to develop<br />

n<strong>on</strong>-nuclear arms strategic offensive weap<strong>on</strong>s,<br />

as well as unilateral deployment of a global BMD [ballistic<br />

missile defense] system. Nor could we ignore<br />

the c<strong>on</strong>siderable imbalances in c<strong>on</strong>venti<strong>on</strong>al arms,<br />

especially against the backdrop of dangerous c<strong>on</strong>flicts<br />

persisting in many regi<strong>on</strong>s of the world. 11<br />

Other Russian officials have reiterated this linkage<br />

but have not painted a clear path forward for untangling<br />

the bundle of questi<strong>on</strong>s. This may reflect uncertainty<br />

in Moscow as to where to go next <strong>on</strong> nuclear<br />

arms reducti<strong>on</strong>s. Russian officials have indicated privately<br />

that, before proceeding too far <strong>on</strong> a new negotiati<strong>on</strong>,<br />

Moscow would want to know who will occupy<br />

the White House after the November 2012 U.S. electi<strong>on</strong>.<br />

The <strong>on</strong>e specific positi<strong>on</strong> that the Russians have<br />

put forward <strong>on</strong> NSNWs is to call for their removal to<br />

nati<strong>on</strong>al territory as a prec<strong>on</strong>diti<strong>on</strong> for any negotiati<strong>on</strong><br />

<strong>on</strong> such weap<strong>on</strong>s. Moscow likely underst<str<strong>on</strong>g>and</str<strong>on</strong>g>s that<br />

Washingt<strong>on</strong> will not accept that as a prec<strong>on</strong>diti<strong>on</strong>.<br />

Part of the Russian uncertainty about next steps <strong>on</strong><br />

nuclear reducti<strong>on</strong>s undoubtedly stems from their c<strong>on</strong>cern<br />

about perceived disadvantages vis-à-vis <str<strong>on</strong>g>NATO</str<strong>on</strong>g><br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> Chinese c<strong>on</strong>venti<strong>on</strong>al military forces. Russian<br />

c<strong>on</strong>venti<strong>on</strong>al force capabilities declined dramatically<br />

after the collapse of the Soviet Uni<strong>on</strong> in 1991, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
