At the November 2010 Lisb<strong>on</strong> summit, the Alliance<br />

declared that:<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> will maintain an appropriate mix of c<strong>on</strong>venti<strong>on</strong>al,<br />

nuclear, <str<strong>on</strong>g>and</str<strong>on</strong>g> missile defense forces. Missile<br />

defense will become an integral part of our overall<br />

defense posture. Our goal is to bolster deterrence as a<br />

core element of our collective defense <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>tribute<br />

to the indivisible security of the Alliance. 27<br />

At the 60th anniversary summit in 2009, the Alliance<br />

reaffirmed that “deterrence, based <strong>on</strong> an appropriate<br />

mix of nuclear <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>venti<strong>on</strong>al capabilities, remains<br />

a core element of our overall strategy.” 28 <str<strong>on</strong>g>NATO</str<strong>on</strong>g><br />

Allies affirmed the necessity of deterrence, so that is<br />

supposedly not an item for discussi<strong>on</strong> in the DDPR.<br />

However, the “right mix” of <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s strategic capabilities<br />

would be examined. More specifically,<br />

We have tasked the [North Atlantic] Council to c<strong>on</strong>tinue<br />

to review <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s overall posture in deterring<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> defending against the full range of threats to the<br />

Alliance, taking into account changes in the evolving<br />

internati<strong>on</strong>al security envir<strong>on</strong>ment. This comprehensive<br />

review should be undertaken by all Allies <strong>on</strong> the<br />

basis of deterrence <str<strong>on</strong>g>and</str<strong>on</strong>g> defense posture principles<br />

agreed in the <strong>Strategic</strong> C<strong>on</strong>cept, taking into account<br />

WMD [weap<strong>on</strong>s of mass destructi<strong>on</strong>] <str<strong>on</strong>g>and</str<strong>on</strong>g> ballistic<br />

missile proliferati<strong>on</strong>. Essential elements of the review<br />

would include the range of <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s strategic capabilities<br />

required, including <str<strong>on</strong>g>NATO</str<strong>on</strong>g>’s nuclear posture, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

missile defense <str<strong>on</strong>g>and</str<strong>on</strong>g> other means of strategic deterrence<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> defense. 29<br />

This review will also include a new assessment <strong>on</strong><br />

threats <str<strong>on</strong>g>and</str<strong>on</strong>g> the security envir<strong>on</strong>ment. It will include a<br />

review of what c<strong>on</strong>tributi<strong>on</strong>s to security are provided<br />
