At the November 2010 Lisbon summit, the Alliance
declared that:
<strong>NATO</strong> will maintain an appropriate mix of conventional,
nuclear, <strong>and</strong> missile defense forces. Missile
defense will become an integral part of our overall
defense posture. Our goal is to bolster deterrence as a
core element of our collective defense <strong>and</strong> contribute
to the indivisible security of the Alliance. 27
At the 60th anniversary summit in 2009, the Alliance
reaffirmed that “deterrence, based on an appropriate
mix of nuclear <strong>and</strong> conventional capabilities, remains
a core element of our overall strategy.” 28 <strong>NATO</strong>
Allies affirmed the necessity of deterrence, so that is
supposedly not an item for discussion in the DDPR.
However, the “right mix” of <strong>NATO</strong>’s strategic capabilities
would be examined. More specifically,
We have tasked the [North Atlantic] Council to continue
to review <strong>NATO</strong>’s overall posture in deterring
<strong>and</strong> defending against the full range of threats to the
Alliance, taking into account changes in the evolving
international security environment. This comprehensive
review should be undertaken by all Allies on the
basis of deterrence <strong>and</strong> defense posture principles
agreed in the Strategic Concept, taking into account
WMD [weapons of mass destruction] <strong>and</strong> ballistic
missile proliferation. Essential elements of the review
would include the range of <strong>NATO</strong>’s strategic capabilities
required, including <strong>NATO</strong>’s nuclear posture, <strong>and</strong>
missile defense <strong>and</strong> other means of strategic deterrence
<strong>and</strong> defense. 29
This review will also include a new assessment on
threats <strong>and</strong> the security environment. It will include a
review of what contributions to security are provided
