Subsequent nati<strong>on</strong>al limits for each treaty signatory<br />

were determined during negotiati<strong>on</strong>s am<strong>on</strong>g the<br />

members of the two respective alliances. Following<br />

the demise of the Soviet Uni<strong>on</strong>, the successor states<br />

(within the area of treaty applicati<strong>on</strong>) determined<br />

their respective limits from the total allocated to the<br />

Soviet Uni<strong>on</strong> in May 1992. The three Balkan states<br />

(Lithuania, Latvia, <str<strong>on</strong>g>and</str<strong>on</strong>g> Est<strong>on</strong>ia) did not participate in<br />

the negotiati<strong>on</strong>s to determine nati<strong>on</strong>al limits for the<br />

“successor” states of the Soviet Uni<strong>on</strong>. They argued<br />

that their nati<strong>on</strong>s were not “successor states” but had<br />

been “occupied territory.” C<strong>on</strong>sequently, their territory<br />

was no l<strong>on</strong>ger part of the treaty’s area of applicati<strong>on</strong>.<br />

Still, following their entry into <str<strong>on</strong>g>NATO</str<strong>on</strong>g>, all have<br />

indicated a willingness to accede to the adapted CFE<br />

Treaty <strong>on</strong>ce it enters into force.<br />

Bloc limitati<strong>on</strong>s for <str<strong>on</strong>g>NATO</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> the former Warsaw<br />

Pact were further restrained by a series of five geographic<br />

nesting z<strong>on</strong>es for l<str<strong>on</strong>g>and</str<strong>on</strong>g>-based TLE with limits<br />

for each z<strong>on</strong>e. These restraints were imposed to<br />

prevent destabilizing c<strong>on</strong>centrati<strong>on</strong>s of c<strong>on</strong>venti<strong>on</strong>al<br />

military armaments in critical localized areas. A fourz<strong>on</strong>e<br />

area commences with a central regi<strong>on</strong> c<strong>on</strong>sisting<br />

of Germany, the Benelux, Pol<str<strong>on</strong>g>and</str<strong>on</strong>g>, the Czech Republic,<br />
