of interdependencies, <str<strong>on</strong>g>and</str<strong>on</strong>g> proclaims that “there is no<br />

reas<strong>on</strong> to doubt that the ec<strong>on</strong>omic potential of the<br />

new centers of global ec<strong>on</strong>omic growth [the BRIC nati<strong>on</strong>s—Brazil,<br />

Russia, India, China] will inevitably be<br />

c<strong>on</strong>verted into political influence <str<strong>on</strong>g>and</str<strong>on</strong>g> will strengthen<br />

multipolarity.” 9<br />

It seems clear that the Russian shift in thinking to<br />

multipolar globalism both reflects new realities <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

represents the preferred line of Russian foreign policy<br />

today. Even the “reset” in Russian-American relati<strong>on</strong>s<br />

is a symbol of that, recognizing as it does the importance<br />

of Russian power to the United States <str<strong>on</strong>g>and</str<strong>on</strong>g> the<br />

c<strong>on</strong>sequent need for Russian cooperati<strong>on</strong> in a world<br />

that is quickly becoming multipolar. The new line has<br />

been ratified most recently in the New <strong>Strategic</strong> Arms<br />

Reducti<strong>on</strong> Treaty (START) document <str<strong>on</strong>g>and</str<strong>on</strong>g> also in the<br />

progress of Russia toward membership in the World<br />

Trade Organizati<strong>on</strong> (WTO)—which Russia both wants<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> needs <str<strong>on</strong>g>and</str<strong>on</strong>g> which the United States str<strong>on</strong>gly supports.<br />

The new line also finds Russia arguing str<strong>on</strong>gly<br />

for a multilateral approach to agreements <strong>on</strong> the reducti<strong>on</strong><br />

of NSNWs, as we shall see in the latter part<br />

of this chapter. The relative decline of American power<br />

“in which the power resources of other states grow<br />

greater or are used more effectively,” has helped to<br />

advance the new multipolarity <str<strong>on</strong>g>and</str<strong>on</strong>g> interdependence.<br />

This scenario does not reflect the absolute decline of<br />

the U.S., but rather, as Joseph Nye reminds us, “the<br />

loss of ability to use <strong>on</strong>e’s resources effectively.” 10 The<br />

United States is probably str<strong>on</strong>ger than it used to be<br />

just looking at the power resources—both ec<strong>on</strong>omic<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> military—that it could bring to bear internati<strong>on</strong>-<br />
