ARMS CONTROL AS AN OPTION<br />

U.S. tactical nuclear weap<strong>on</strong>s were introduced into<br />

Europe based primarily <strong>on</strong> their military utility but<br />

with the str<strong>on</strong>g sec<strong>on</strong>dary purpose of ensuring alliance<br />

solidarity. They were introduced in the theater<br />

under the North Atlantic Treaty Organizati<strong>on</strong> (<str<strong>on</strong>g>NATO</str<strong>on</strong>g>)<br />

umbrella, with an equally str<strong>on</strong>g burden-sharing role.<br />

Today, the military utility is legitimately questi<strong>on</strong>ed,<br />

their burden-sharing dimensi<strong>on</strong> is indeed a burden <strong>on</strong><br />

ec<strong>on</strong>omically challenged Alliance members, <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>on</strong>ly<br />

the political role remains str<strong>on</strong>g <str<strong>on</strong>g>and</str<strong>on</strong>g> central. U.S. nuclear<br />

weap<strong>on</strong>s remain in <str<strong>on</strong>g>NATO</str<strong>on</strong>g> for the political purposes<br />

of general assurance <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>NATO</str<strong>on</strong>g> solidarity, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

to give c<strong>on</strong>tinued relevance to <str<strong>on</strong>g>NATO</str<strong>on</strong>g> nuclear policy<br />

as l<strong>on</strong>g as the members impute a nuclear dimensi<strong>on</strong><br />

to the Alliance.<br />

As these weap<strong>on</strong>s have transiti<strong>on</strong>ed to primarily<br />

political roles, arms c<strong>on</strong>trol has presented itself as a<br />

political answer to questi<strong>on</strong>s of how to manage further<br />

nuclear drawdowns <str<strong>on</strong>g>and</str<strong>on</strong>g> the possibility of eventual<br />

complete removal of the American weap<strong>on</strong>s from<br />

the theater. Arms c<strong>on</strong>trol is an established political<br />

process between Russia—with a substantial remaining<br />

strategic <str<strong>on</strong>g>and</str<strong>on</strong>g> tactical nuclear arsenal found particularly<br />

worrisome to the newer alliance members—<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> the United States, which has always undertaken<br />

its side of the bilateral negotiati<strong>on</strong>s with a keen eye to<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> positi<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> sensitivities. It is a process that,<br />

with thoughtful adaptati<strong>on</strong>, offers significant prom-<br />
