step no sane nati<strong>on</strong>al leader would take. But it is here<br />

that tactical weap<strong>on</strong>s were meant to play their dangerous<br />

role, for they would be the arms that provided the<br />

indispensable bridge from peace to nuclear war. Thus,<br />

the structures of Cold War nuclear doctrines <strong>on</strong> both<br />

sides remain in place, <strong>on</strong>ly <strong>on</strong> a smaller scale.<br />

How did we get here?<br />

As Major General William Burns notes in his introducti<strong>on</strong><br />

to this volume, the history of the Cold War is a<br />

nuclear history, centered around each side’s efforts to<br />

c<strong>on</strong>vince the other of a readiness for a war that neither<br />

wanted. <str<strong>on</strong>g>Tactical</str<strong>on</strong>g> nuclear weap<strong>on</strong>s were crucial to this<br />

effort, because they were the link between c<strong>on</strong>venti<strong>on</strong>al<br />

war in Europe <str<strong>on</strong>g>and</str<strong>on</strong>g> a central nuclear exchange<br />

between the superpowers. The Soviets were unlikely<br />

to believe that the President would risk New York <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

Chicago for the people of Europe, which was the central<br />

premise of the short-lived <str<strong>on</strong>g>and</str<strong>on</strong>g> poorly c<strong>on</strong>ceived<br />

strategy of “Massive Retaliati<strong>on</strong>.” A threat to leap to<br />

Armagedd<strong>on</strong> because of a scuffle between the Soviets<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> the West Germans was <strong>on</strong> its face incredible, to<br />

Moscow as much as to us.<br />

<str<strong>on</strong>g>Tactical</str<strong>on</strong>g> nuclear weap<strong>on</strong>s provided the soluti<strong>on</strong>,<br />

such as it was. The West ab<str<strong>on</strong>g>and</str<strong>on</strong>g><strong>on</strong>ed any hope of matching<br />

Warsaw Pact c<strong>on</strong>venti<strong>on</strong>al forces man for man or<br />

tank for tank, <str<strong>on</strong>g>and</str<strong>on</strong>g> instead placed nuclear weap<strong>on</strong>s in<br />

Europe, many of them directly in fr<strong>on</strong>t of the assumed<br />

axes of Soviet advance where they would assuredly<br />

be overrun or employed. This warned the Soviets, in<br />

effect, that if Europe were invaded, the choice to use<br />

nuclear arms would be forced up<strong>on</strong> <str<strong>on</strong>g>NATO</str<strong>on</strong>g> by the successes<br />

of the Red Army. Western comm<str<strong>on</strong>g>and</str<strong>on</strong>g>ers, faced<br />
