the classical Article V hard-security missi<strong>on</strong> of<br />

the Alliance into a license for out-of-area interventi<strong>on</strong>s<br />

or, worse, transform <str<strong>on</strong>g>NATO</str<strong>on</strong>g> into an organizati<strong>on</strong> with<br />

a c<strong>on</strong>stant identity crisis. 25<br />

For these CEE countries, tactical nuclear weap<strong>on</strong>s<br />

still possess a residual political-symbolic value to enhance<br />

the credibility of the security guarantees made<br />

by the United States to its allies. 26<br />

For reas<strong>on</strong>s rooted in the different strategic cultures<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> the disparities in military might between Western<br />

Europe <str<strong>on</strong>g>and</str<strong>on</strong>g> the United States, Central Europeans<br />

believe that their successful defense requires direct<br />

U.S. military involvement. So they tend to associate<br />

any weakening of the transatlantic link with erosi<strong>on</strong><br />

of their own security. 27<br />

TNWs are c<strong>on</strong>sidered a test of U.S. commitment to Europe’s<br />

defense <str<strong>on</strong>g>and</str<strong>on</strong>g> of Europe’s interest in keeping the<br />

transatlantic link str<strong>on</strong>g. 28<br />

The issue of TNW forward deployment is entirely<br />

political <str<strong>on</strong>g>and</str<strong>on</strong>g> symbolic for the new <str<strong>on</strong>g>NATO</str<strong>on</strong>g> members in<br />

CEE. At its core, it is a proxy for the lack of c<strong>on</strong>fidence<br />

felt by these nati<strong>on</strong>s in the future of the U.S. commitment<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>cern about the diminished solidarity<br />

within the Alliance. 29 In additi<strong>on</strong> to the historical reas<strong>on</strong>s<br />

for the apprehensi<strong>on</strong> felt by the new <str<strong>on</strong>g>NATO</str<strong>on</strong>g> members<br />

(highlighted above), their insecurity has grown<br />

in recent years with the dismaying realizati<strong>on</strong> that<br />

the reinforcement of c<strong>on</strong>venti<strong>on</strong>al forces <str<strong>on</strong>g>and</str<strong>on</strong>g> the upgrade<br />

of infrastructure for their defense, which <str<strong>on</strong>g>NATO</str<strong>on</strong>g><br />

had promised these countries when they acceded to<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g>, would never materialize. The new <str<strong>on</strong>g>NATO</str<strong>on</strong>g> Allies<br />

were also alarmed by the feeble resp<strong>on</strong>se of the<br />

United States to the invasi<strong>on</strong> of Georgia by Russian<br />
