for the first time defined “tailored damage” to mean<br />

“damage, subjectively unacceptable to the enemy,<br />

which exceeds the benefits the aggressor expects to<br />

gain as a result of the use of military force.” Tailored<br />

damage is particularly associated with the missi<strong>on</strong> of<br />

de-escalati<strong>on</strong>: a limited resp<strong>on</strong>se with limited damage<br />

in resp<strong>on</strong>se to a limited attack would, it was hoped,<br />

de-escalate the crisis.<br />

The 2003 document also provided vital clues to<br />

the role of various elements of the Russian nuclear<br />

forces. The secti<strong>on</strong> <strong>on</strong> the nature of c<strong>on</strong>temporary<br />

wars <str<strong>on</strong>g>and</str<strong>on</strong>g> armed c<strong>on</strong>flicts emphasized, in particular,<br />

that the United States <str<strong>on</strong>g>and</str<strong>on</strong>g> its allies dem<strong>on</strong>strated the<br />

pattern of using l<strong>on</strong>g-range strike weap<strong>on</strong>s, including<br />

airborne delivery systems <str<strong>on</strong>g>and</str<strong>on</strong>g> submarine-launched<br />

cruise missiles (SLCMs), at an early stage of wars in<br />

the 1990s. It also noted that victory was assured by<br />

the ability of the United States <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>NATO</str<strong>on</strong>g> to achieve<br />

dominati<strong>on</strong> at the early stage of c<strong>on</strong>flict. Accordingly,<br />

the new document postulated:<br />

the utmost necessity of having the capability to strike<br />

military assets of the enemy (l<strong>on</strong>g-range high-precisi<strong>on</strong><br />

weap<strong>on</strong>s, l<strong>on</strong>g-range air forces) outside the immediate<br />

area of c<strong>on</strong>flict. To achieve this, [we] need both our<br />

own l<strong>on</strong>g-range high-precisi<strong>on</strong> strike capability <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

other assets that enable [us] to transfer hostilities directly<br />

to enemy territory. 12<br />

By implicati<strong>on</strong>, then, the limited nuclear strike had<br />

to be executed at an early stage of the c<strong>on</strong>flict.<br />

These provisi<strong>on</strong>s left little role for short-range<br />

nuclear weap<strong>on</strong>s. Exercises held since the adopti<strong>on</strong> of<br />

the 2000 military doctrine simulated limited nuclear<br />

use against airbases <str<strong>on</strong>g>and</str<strong>on</strong>g> aircraft carriers from which<br />
