EUROPEAN AND GERMAN PERSPECTIVES<br />

N<strong>on</strong>-strategic nuclear weap<strong>on</strong>s (NSNWs) or tactical<br />

nuclear weap<strong>on</strong>s (TNWs) are remnants of the<br />

Cold War. During the bipolar c<strong>on</strong>fr<strong>on</strong>tati<strong>on</strong>, both the<br />

United States <str<strong>on</strong>g>and</str<strong>on</strong>g> the Soviet Uni<strong>on</strong> deployed thous<str<strong>on</strong>g>and</str<strong>on</strong>g>s<br />

of TNWs in different theaters of war <strong>on</strong> various<br />

platforms such as naval vessels, aircraft, <str<strong>on</strong>g>and</str<strong>on</strong>g> missiles.<br />

Different categories such as tactical nuclear warheads<br />

<strong>on</strong> short- <str<strong>on</strong>g>and</str<strong>on</strong>g> medium-missiles, mines, <str<strong>on</strong>g>and</str<strong>on</strong>g> artillery<br />

shells were intended to be used in support of troops<br />

in the field during actual war. There was a direct link<br />

to c<strong>on</strong>venti<strong>on</strong>al forces in regi<strong>on</strong>s of c<strong>on</strong>flict <str<strong>on</strong>g>and</str<strong>on</strong>g> assurances<br />

given to allies by the possessors of these weap<strong>on</strong>s.<br />

TNWs in Europe, although very high in numbers<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> locati<strong>on</strong>s, had lower visibility in the public eye<br />

than l<strong>on</strong>g-range strategic nuclear weap<strong>on</strong>s. The reduced<br />

number of tactical nuclear warheads <strong>on</strong> European<br />

soil today has not been subject to any arms<br />

c<strong>on</strong>trol treaty at all. An important starting point was<br />

in 1987, when the United States <str<strong>on</strong>g>and</str<strong>on</strong>g> the Soviet Uni<strong>on</strong><br />

signed the Intermediate Range <str<strong>on</strong>g>Nuclear</str<strong>on</strong>g> Forces (INF)<br />

Treaty <str<strong>on</strong>g>and</str<strong>on</strong>g> began eliminating medium <str<strong>on</strong>g>and</str<strong>on</strong>g> intermediate<br />

range ballistic <str<strong>on</strong>g>and</str<strong>on</strong>g> cruise missiles which were intended<br />

for use <strong>on</strong> the European battlefield. Although<br />

the United States <str<strong>on</strong>g>and</str<strong>on</strong>g> Russia addressed TNWs in some<br />

arms c<strong>on</strong>trol talks, most of their efforts focused <strong>on</strong><br />

negotiati<strong>on</strong>s related to strategic nuclear arms. French<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> British nuclear forces were not included in any<br />

arms c<strong>on</strong>trol arrangements c<strong>on</strong>cerning Europe. From<br />
