initiatives (PNIs) could be a relatively simple initial<br />

step, since this would require the sharing solely of historical<br />

data. 16 Some Russian officials have suggested<br />

in private that transparency would be a logical first<br />

step <strong>on</strong> NSNWs.<br />

Greater transparency regarding n<strong>on</strong>-strategic<br />

weap<strong>on</strong>s could be useful for several reas<strong>on</strong>s. It<br />

would allow U.S. <str<strong>on</strong>g>and</str<strong>on</strong>g> Russian officials to shape better<br />

informed proposals for any formal negotiati<strong>on</strong><br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> would provide, were a treaty to be c<strong>on</strong>cluded,<br />

the foundati<strong>on</strong> for a data base that would likely be an<br />

essential element of the agreement. Greater transparency<br />

could also give the sides c<strong>on</strong>fidence that other<br />

c<strong>on</strong>fidence-building measures or unilateral steps were<br />

being implemented.<br />

Demating. A sec<strong>on</strong>d c<strong>on</strong>fidence-building measure<br />

would be for the sides to demate or separate n<strong>on</strong>strategic<br />

nuclear warheads from delivery systems. Removing<br />

the warheads would mean that it would take<br />

more time for them to be prepared for use. Since this<br />

may already be the operati<strong>on</strong>al practice <strong>on</strong> both sides,<br />

such a c<strong>on</strong>fidence-building measure would merely<br />

codify that practice. It could build c<strong>on</strong>fidence, though<br />

the military utility of such a measure would be less to<br />

the extent that nuclear warheads c<strong>on</strong>tinued to be colocated<br />

<strong>on</strong> bases with their delivery systems.<br />

Relocati<strong>on</strong>/C<strong>on</strong>solidati<strong>on</strong>. A third c<strong>on</strong>fidence-building<br />

measure would be to relocate <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>solidate n<strong>on</strong>strategic<br />

nuclear warheads. In its <strong>Strategic</strong> C<strong>on</strong>cept,<br />

<str<strong>on</strong>g>NATO</str<strong>on</strong>g> called for Russia to move its nuclear weap<strong>on</strong>s<br />

away from the <str<strong>on</strong>g>NATO</str<strong>on</strong>g>-Russia border. This appears to<br />

be a particular c<strong>on</strong>cern for the Baltic states, <str<strong>on</strong>g>and</str<strong>on</strong>g> the<br />
