THE BROADER STRATEGIC CONTEXT<br />

What purposes are served by U.S. n<strong>on</strong>-strategic<br />

nuclear weap<strong>on</strong>s (NSNWs) in Europe? If those weap<strong>on</strong>s<br />

were reduced in number, c<strong>on</strong>solidated in a smaller<br />

number of Allied basing countries, or eventually<br />

withdrawn altogether, what would be the effects <strong>on</strong><br />

Alliance solidarity? Would the resources necessary<br />

to maintain U.S. NSNWs <str<strong>on</strong>g>and</str<strong>on</strong>g> dual-capable aircraft<br />

(DCA) in Europe, al<strong>on</strong>g with the capabilities of certain<br />

n<strong>on</strong>-nuclear European Allies to carry out nuclear missi<strong>on</strong>s<br />

with their specially c<strong>on</strong>figured aircraft, be better<br />

spent <strong>on</strong> maintaining or upgrading other military<br />

capabilities?<br />

As explained elsewhere in this book, such interrelated<br />

questi<strong>on</strong>s are at the core of the North Atlantic<br />

Treaty Organizati<strong>on</strong>’s (<str<strong>on</strong>g>NATO</str<strong>on</strong>g>) debate over the future<br />

of NSNWs in Europe. But they also are linked to<br />

broader strategic preoccupati<strong>on</strong>s within <str<strong>on</strong>g>NATO</str<strong>on</strong>g> headquarters<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> most Allied governments. For despite<br />

c<strong>on</strong>certed efforts by top officials <str<strong>on</strong>g>and</str<strong>on</strong>g> eminent wise<br />

men, the Alliance is still grappling with dilemmas<br />

that were not resolved by the new <strong>Strategic</strong> C<strong>on</strong>cept<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> Lisb<strong>on</strong> Summit Declarati<strong>on</strong> unveiled in November<br />

2010. Put simply, these c<strong>on</strong>cern differing threat<br />

percepti<strong>on</strong>s am<strong>on</strong>g the Allies, the dem<strong>on</strong>strated reluctance<br />

of some to accept the risks <str<strong>on</strong>g>and</str<strong>on</strong>g> burdens of certain<br />

operati<strong>on</strong>al roles, <str<strong>on</strong>g>and</str<strong>on</strong>g> the need for Allies to make<br />

hard choices <strong>on</strong> capabilities during what promises to<br />

be an extended period of defense budget austerity.<br />
