These shifts are the products both of the changing<br />

threat percepti<strong>on</strong> am<strong>on</strong>g Asian allies <str<strong>on</strong>g>and</str<strong>on</strong>g> of the greater<br />

wealth, strength, <str<strong>on</strong>g>and</str<strong>on</strong>g> stature of the Pacific nati<strong>on</strong>s.<br />

The failure of efforts to restrain North Korea’s nuclear<br />

weap<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> ballistic missile programs <str<strong>on</strong>g>and</str<strong>on</strong>g> its aggressive<br />

behavior in recent years has resulted in Seoul<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> Tokyo cleaving closer to Washingt<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> pressing<br />

harder for a str<strong>on</strong>g stance against the Kim regime.<br />

More significantly, especially for Japan, Australia, <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

the Philippines, the rise of China, its rapid <str<strong>on</strong>g>and</str<strong>on</strong>g> barely<br />

c<strong>on</strong>cealed military buildup, <str<strong>on</strong>g>and</str<strong>on</strong>g> its more assertive<br />

behavior since the financial crisis of 2008 have stoked<br />

fears of a domineering behemoth. This more muted<br />

but deeper <str<strong>on</strong>g>and</str<strong>on</strong>g> more substantial anxiety, now more<br />

openly discussed, was leading allied governments in<br />

Tokyo; Canberra, Australia; Manila; <str<strong>on</strong>g>and</str<strong>on</strong>g> elsewhere to<br />

look to a strengthening of the U.S. strategic positi<strong>on</strong><br />

in the regi<strong>on</strong>, <str<strong>on</strong>g>and</str<strong>on</strong>g> to a greater degree of insight into<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> influence over Washingt<strong>on</strong>’s decisi<strong>on</strong>s in this regard.<br />

48 Greatly adding to this pressure is the fact that<br />

East Asia is now acknowledged to be the cockpit of<br />

global ec<strong>on</strong>omic growth. U.S. allies like South Korea<br />

that were impoverished agrarian societies in the 1950s<br />

are now first-world ec<strong>on</strong>omies at the forefr<strong>on</strong>t of global<br />

socio-ec<strong>on</strong>omic development. Washingt<strong>on</strong> thus no<br />

l<strong>on</strong>ger retains anything like the degree of leverage it<br />

enjoyed in the early 1950s, when these alliances were<br />

formed.<br />

The c<strong>on</strong>fluence of these pressures <str<strong>on</strong>g>and</str<strong>on</strong>g> the recogniti<strong>on</strong><br />

of Asia’s central role in the future of the global<br />

ec<strong>on</strong>omy began to tell <strong>on</strong> U.S. policy particularly in<br />

2010 <str<strong>on</strong>g>and</str<strong>on</strong>g> 2011, when Washingt<strong>on</strong>, resp<strong>on</strong>ding to aggressive<br />

Chinese movements <strong>on</strong> a variety of territorial<br />

disputes in the East <str<strong>on</strong>g>and</str<strong>on</strong>g> South China Seas, embarked<br />

<strong>on</strong> a policy to reinvigorate its positi<strong>on</strong> in the Pacific. 49<br />
